Rule 4.03.1(3) - Haul Roads-Design and Construction <br />4. Construction Note 13 on Map 25C states that, "Temporary erosion control measures <br />shall be implemented during construction to minimize sedimentation and erosion until <br />permanent control measures can be established." Please describe the temporary and <br />permanent erosion control measures that will be implemented during construction, in <br />accordance with Rule 4.03.1(3)(d)(ii). The information regarding temporary erosion <br />control measures can be included on Map 25C in Construction Note 13. <br />5. Rule 4.03.1(3)(e)(xi) requires that topsoil be removed from the designed roadbed and <br />shoulders and shall be stored in accordance with Rule 4.06.3. Please provide the <br />Division with an estimate of the quantity of topsoil to be removed for the construction <br />of the South Taylor Haul Road and designate its storage location(s). <br />6. Construction Note 5 on Map 25C indicates that the South Taylor Haul Road will be <br />surfaced with rock or crushed gravel but layer thicknesses are not represented on the <br />Typical Haul Road Cross Section A-A'. Please provide the Division with an estimate <br />of the layer thicknesses of surfacing materials to be used in both Construction Note 5 <br />and on the Typical Haul Road Cross Section A-A'. <br />Rule 4.03.1(4) - Haul Roads-Drainage <br />7. Rule 4.03.1(4) requires each haul road to be designed, constructed, and maintained to <br />have adequate drainage. Construction Note 12 on Map 25C does state that a ditch <br />shall be installed at the toe of all cut slopes, as required; however, no dimensions or <br />design calculations have been provided. Because Colowyo states that the entire road <br />disturbance will drain into the pit, where possible, the sediment carried by the ditch is <br />not of primary concern. However, the ditch along the western side of the proposed <br />haul road is both steep (ranging from 8 to 10 percent over much of its length) and <br />long (4,500 feet). This ditch should be adequately designed to successfully carry the <br />design flow without resulting in erosion and potential damage to the roadway and/or <br />the cut slope above. Please provide engineered design details for the ditch along the <br />toe of the cut slopes. <br />8. For those areas of the haul road where water may not be diverted into the pit, please <br />provide the Division with details regarding the measures, using the best technology <br />currently available, Colowyo plans to use in order to comply with Rules <br />4.031.(4)(a)(iii), 4.03.1(4)(b) and 4.05.2(4). These "best management practices" <br />should be included in the Construction Notes on Map 25C (note 12 would be a logical <br />place) as well as in the permit text on page ST/LW-Rule 4, Page 2. <br />9. Colowyo does not indicate that there will be any culverts installed at any location <br />along the South Taylor Haul Road. If Colowyo is planning on installing any culverts <br />along the South Taylor Haul Road, SEDCAD designs must be included to ensure the <br />culverts can safely pass the required storm event.
