Colowyo C-1981-019 <br /> 18 March 2009 <br /> Pg 5/7 -nOC�" <br /> Hydrologic Balance (cont.): - Culvert D was clean at the time of the inspection. <br /> - Culvert C contained a small amount of sediment at the time of the inspection. This <br /> culvert is larger than required and still maintains its required diameter. <br /> - Culvert B was clean at the time of the inspection. <br /> - Culvert M contained a small amount of sediment at the time of the inspection. This <br /> culvert is larger than required and still maintains its required diameter. The presump <br /> before the inlet of culvert M is full and should be cleaned, as this culvert fills up <br /> regularly. <br /> - Culvert L was clean at the time of the inspection. <br /> - Culvert K was clean at the time of the inspection. This is one of the culverts that <br /> routinely fills with sediment. The presump before the inlet of culvert K was clean. <br /> - Culvert P contained a small amount of sediment at the time of the inspection. This <br /> culvert is larger than required and still maintains its required 12" diameter. The <br /> presump before the inlet of culvert P is almost full and should be cleaned. <br /> - Culvert J was clean at the time of the inspection. <br /> - Culvert H was clean at the time of the inspection. <br /> - Culvert G was clean at the time of the inspection. <br /> - The roadside ditches along the paved access and haul road were all clean at the <br /> time of the inspection. There were no erosional problems noted in any of these <br /> ditches. <br /> Backfilling and Grading: - Colowyo has committed to provide two reclamation <br /> schedules for the East Pit closure. The first plan is a short term plan that will <br /> encompass the area around the Prospect ditch, including the sump area that is part <br /> of the ditch which is not yet to final grade. This short term plan, in the form of a <br /> Technical Revision JR-78), was received by the Division on 24 December 2008. The <br /> Division has sent Colowyo a preliminary adequacy Letter on this revision. This revision <br /> will be completed following the Division's approval of TR-73 as discussed above. The <br /> second plan is a long term plan that will provide a comprehensive reclamation <br /> schedule for the remaining East Pit, including the closure of the final pit. This long <br /> term plan is due to the Division no later than 31 March 2009. <br /> - Colowyo has been performing some reclamation work with the 101 dragline on the <br /> highwall of the East Pit (although it was not operating at the time of the inspection). <br /> The dragline does appear to have moved additional material since the last <br /> inspection. <br /> - The operator is performing backfilling operations in the northwest corner of Section 4 <br /> area of the West Pit (although there was no active work being performed at the time <br /> of the inspection). The backfilled area has almost reached the East Taylor Pond and <br /> appears to have reached its farthest extent at this point (although it will need to be <br /> sloped to the pond). A very small portion of the area has reached final contour. <br /> Colowyo has blocked-off the entire area south of where this backfilling is taking <br /> place (to keep water out of the area) and has some small dumps in the draw that <br /> will eventually be covered as the area is further backfilled. No other backfilling <br /> operations were being performed in the West Pit. <br />
