TR-79 - Backfilling and Grading Plan: We discussed each of the preliminary
adequacy questions and what the Division was looking for with regards to the
text in Section 4.14 of the permit. Based on our discussions I believe that the
issues related to TR-79 will be resolved with the Colowyo submittal.
PR-03 - Collom Expansion: We briefly discussed the Division's working definition
of what completeness is. We then discussed the difference between providing
minimal information and enough information to perform an adequacy review.
Colowyo had a number of questions regarding the completeness review and
we decided that the best way to handle these issues would be to meet
specifically on PR-03. We will set up a meeting as soon as possible to discuss
the PR-03 completeness. The idea was to meet in Frisco and work through the
Division's incompleteness letter one question at a time.
Miscellaneous: In addition to the above listed revisions, the Division is currently
performing a preliminary adequacy review on TR-76 (a new South Taylor haul
road). Finally, Colowyo indicated that they would be submitting a Minor
Revision to update the ownership and controls information in their permit.
Roads: - The mine access road and haul road to the Gossard Loadout is a paved
road. The road was dry and was well maintained and in good condition at the time
of the inspection.
- The light-use road in Taylor Draw to the West Pit Pond, East Taylor Pond and West
Taylor Pond was mostly dry at the time of the inspection (with the exception of a few
of the low spots). The road was stable and well maintained. There is some minor
rutting and the road will need to be graded once the winter months are over. The
road was only open to the East Taylor Pond. The remaining road to the West Taylor
Pond was inaccessible due to mud and snow.
- The haul roads in the East and West pit areas were all well maintained and stable at
the time of the inspection. The roads were all dry at the time of the inspection. No
erosional problems were noted on these roads.
- The haul roads in the South Taylor Pit area were all dry at the time of the inspection.
The roads were well maintained and appeared to be stable. No erosional problems
were noted on the South Taylor haul roads.
- The short road spur for access to the Prospect Pond was stable and in good
condition at the time of the inspection. This road was upgraded and surfaced with
gravel to assist in the cleaning of the Prospect Pond.
Hydrologic Balance: - The Wash Bay Pond (not a NPDES discharge point) contained
water approximately four feet below the top of the embankment and was not
discharging. This is a total containment pond and discharge into the Work Area Pond
triggers BTEX testing (in addition to regular NPDES testing). The pond embankment
was well vegetated and stable at the time of the inspection. No erosional problems
were noted on the pond embankment at the time of the inspection.
