Colowyo C-1981-019 <br /> 18 March 2009 <br /> Pg 2/7 e:?5ZV <br /> TR-79 - Backfilling and Grading Plan: We discussed each of the preliminary <br /> adequacy questions and what the Division was looking for with regards to the <br /> text in Section 4.14 of the permit. Based on our discussions I believe that the <br /> issues related to TR-79 will be resolved with the Colowyo submittal. <br /> PR-03 - Collom Expansion: We briefly discussed the Division's working definition <br /> of what completeness is. We then discussed the difference between providing <br /> minimal information and enough information to perform an adequacy review. <br /> Colowyo had a number of questions regarding the completeness review and <br /> we decided that the best way to handle these issues would be to meet <br /> specifically on PR-03. We will set up a meeting as soon as possible to discuss <br /> the PR-03 completeness. The idea was to meet in Frisco and work through the <br /> Division's incompleteness letter one question at a time. <br /> Miscellaneous: In addition to the above listed revisions, the Division is currently <br /> performing a preliminary adequacy review on TR-76 (a new South Taylor haul <br /> road). Finally, Colowyo indicated that they would be submitting a Minor <br /> Revision to update the ownership and controls information in their permit. <br /> Roads: - The mine access road and haul road to the Gossard Loadout is a paved <br /> road. The road was dry and was well maintained and in good condition at the time <br /> of the inspection. <br /> - The light-use road in Taylor Draw to the West Pit Pond, East Taylor Pond and West <br /> Taylor Pond was mostly dry at the time of the inspection (with the exception of a few <br /> of the low spots). The road was stable and well maintained. There is some minor <br /> rutting and the road will need to be graded once the winter months are over. The <br /> road was only open to the East Taylor Pond. The remaining road to the West Taylor <br /> Pond was inaccessible due to mud and snow. <br /> - The haul roads in the East and West pit areas were all well maintained and stable at <br /> the time of the inspection. The roads were all dry at the time of the inspection. No <br /> erosional problems were noted on these roads. <br /> - The haul roads in the South Taylor Pit area were all dry at the time of the inspection. <br /> The roads were well maintained and appeared to be stable. No erosional problems <br /> were noted on the South Taylor haul roads. <br /> - The short road spur for access to the Prospect Pond was stable and in good <br /> condition at the time of the inspection. This road was upgraded and surfaced with <br /> gravel to assist in the cleaning of the Prospect Pond. <br /> Hydrologic Balance: - The Wash Bay Pond (not a NPDES discharge point) contained <br /> water approximately four feet below the top of the embankment and was not <br /> discharging. This is a total containment pond and discharge into the Work Area Pond <br /> triggers BTEX testing (in addition to regular NPDES testing). The pond embankment <br /> was well vegetated and stable at the time of the inspection. No erosional problems <br /> were noted on the pond embankment at the time of the inspection. <br />
