III. COMMENTS- COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> investigating treatment options for this location, due to previous WET test excursions. TORT borehole#2 <br /> is not discharging or pumping to 6MN reservoir. <br /> Fish Creek Vent Shaft (FCVS) was being pumped to Pit 1. TCC has constructed a housing over the <br /> FCVS. TCC reports 21 ft. of freeboard in the SWMD at the FCVS. Pit 1 elevation has reached the <br /> discharge elevation at Site 7 that is flows to Pond D. Pond D was discharging approximately 0.22 on the <br /> staff gauge at the time of the inspection. The discharge water is clear with no oil sheen. <br /> Ponds are thawing out and beginning to discharge. <br /> Fish Creek Tipple Pond is discharging. TCC is scheduling WET test for lst quarter. The weir is still <br /> under snow and ice so a flow measurement was not collected. <br /> 6MN Reservoir has not been connected to waterline,nor have the pumping facilities been constructed at <br /> 6MN reservoir. No Mine water has been pumped to 6MN yet. The only water contained in 6MN <br /> reservoir are a result of snow and snowmelt. <br /> 6MN impoundment was ice covered by thawing. Approximately 3 ft. of freeboard remain at the 6MN <br /> impoundment. <br /> 6MN million gallon tank is not yet connected. <br /> Fish Creek Borehole ponds. Mine water was being pum to FCBH ponds at the time of the inspection. <br /> This water is being treated at the FCBH facili and recirculated in the Mine water handling <br /> system. No discharge was occurring at site into Fish Creek. <br /> Pond B was ice covered but discharging to Foidel Creek. The flume remains snow covered. Flow <br /> measurement was not collected due to snow drift. TCC is scheduled to sample this site. <br /> Coal fines BOB area trap is full and needs cleaning out. Fall maintenance of the RR track <br /> culverts is allowing drainage to flow through western culvert to pond B. This is minimizing the <br /> retention and pooling of water on the South side of the RR. This should help this area dry up <br /> faster this Spring. TCC will need to check the oil collection berms once the ice melts off of the <br /> pond. <br /> Pond T remains ice covered. The lowest weep hole on the riser was visible approximately 1 ft. above the <br /> ice level, so Pond T is not discharging. <br /> Pit 1 is flowing to Pond D. <br /> Pond D is discharging clear at 0.5 on the12" Baski Flume. <br /> Pond E is discharging approximately 2" on the V-notch. Discharge is clear. Pond E is still ice covered. <br /> Pond F was not discharging and is still ice covered. A snow drift still covers Pond F outfall structure. <br /> Pond G was discharging and is still ice covered. <br /> Pond C is holding a pool of water but well below the discharge elevation. <br /> The Million Gallon Tank at the PM Bay was overflowing at a trickle at the time of the inspection. Better <br /> management of the water level in this million gallon tank is needed. <br /> 4 of 7 WHITE- File YELLOW-Operator PINK-Specialist <br />
