III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> Ponds <br /> • Pond 001 was dry, with the exception of a layer of snow covering the bottom. <br /> • Pond 002 (Figure 17) contained water at an-elevation below that of the primary spillway. It <br /> appeared that the water level had recently been higher, but possibly not high enough for <br /> discharge to occur. <br /> • Pond 003 also held water (Figure 18), and discharge had apparently recently occurred. At <br /> the downstream side of the bin wall dam, standing water was observed (Figure 19). <br /> • Pond 004 also contained some water, recent discharge appeared to be unlikely (Figure 20). <br /> Reclamation Success <br /> • The riprapped channel constructed down the reclaimed slope that crosses the former <br /> Crushing / Screening bench appeared to have received and transported flow during the <br /> recent precipitation event (Figure 21). The channel appeared to have functioned as <br /> designed, and there was no evidence that the flow departed from the channel. <br /> • Slopes reclaimed during 2008 appear to be stable, with no sign of erosion having occurred <br /> (Figure 22). <br /> Timber Storage Area <br /> • Water retained in the Sediment Pond was observed from a distance (Figure 23). <br /> • Silt fence protecting Stevens Gulch from any.erosion that may occur on the reclaimed area <br /> appears to have held up well through the winter season (Figure 24).
