Box 27357 <br />Denver, CO 80227 <br />RE: Approval with Modifications of the Bayshore Pipeline Release, Integrated Corrective Action Plan <br />Firestone, CO, EPA ID# COR000215798 <br />' Dear Mr. Artman: <br />The Colorado Department of Public Health and Environment (the Department) reviewed the following <br />' documents for the Bayshore Pipeline Release located in Firestone, CO: <br />• "Colorado Spill Incident No. 2006-1029, Bayshore Pipeline Release, Firestone, Colorado," January <br />' 22, 2007 <br />• "Integrated Corrective Action Plan Application (]CAP), Colorado Spill Incident No. 2006-1029, <br />Bayshore Pipeline Release, Firestone," January 29, 2007 <br />' 0 "ICAP - Addendum," February 6, 2007 <br />• "Revision I to Waste Management Plan," February 16, 2007. <br />These documents were submitted by E-21 Engineering, Inc., (E-21) on behalf of GeoCon/Environmental <br />' Barrier Company, LLC (GeoCon). Much of the Phase I and Phase II waste removal activities proposed in <br />the ICAP have already been completed due to the need to finish the slurry wall and in an effort to remove as <br />much contaminated media as possible. As a result, the Department has interactively approved portions of <br />' this plan via email with E-21 and has received numerous status emails from E-21 over the period January- <br />March 2007. The ICAP and associated documents submitted to date are approved, subject to the following <br />mod i fications/comments: <br />' l . Incorporation of Department comments contained in emails dated January 23, 2007, February 6, 12, 16, <br />and 27, 2007 to E-21. <br />' 2. Page 4, H: Please provide the report documenting the emergency response activities conducted by <br />Rocky Mountain Pipeline. <br />3. Page 6, B: Please provide the well search for all registered and unregistered wells within a one half-mile <br />radius of the site. <br />
