III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a complete inspection of the Munger Canyon Mine conducted by Mike Boulay of the DRMS <br /> Grand Junction Field Office on March 9, 2009. I was not accompanied by an operator representative <br /> during the inspection. Weather conditions were cloudy and cool. Ground conditions were damp with <br /> some snow remaining on north facing areas along the portal access. The majority of the mine site is <br /> reclaimed and there was no activity at the site during the inspection. <br /> Availability of Records <br /> The availability of records was checked at the Munger Mine office on the afternoon of March 9th. All <br /> required records were on file and available for review with exception of the following: A current <br /> Insurance Certificate, SL-1 Phased Bond Release Document and Findings, 2008 Annual Reclamation <br /> Report, and the 2008 Annual Hydrology Report. To ensure compliance, please update and continue to <br /> maintain the mine site records files. <br /> Roads <br /> The access road to the mine site was wet and muddy in some spots due to a few remaining snow banks. <br /> Overall the road was in good condition and no problems were noted along its entire length up to the <br /> former portal bench access road. <br /> Hydrologic Balance <br /> East Salt Creek was flowing with turbid water due to snow melt runoff. Munger Creek bottom was <br /> damp but had no flowing water. <br /> The waste disposal area sediment pond was dry. The inlet and discharge structures were stable and no <br /> problems were noted. <br /> The lower portion of the reclaimed portal access road was inspected. The upper portion became <br /> increasingly muddy and difficult to access. The permanent riprap drainage channels along the lower to <br /> mid-section of the reclaimed portal access road were stable and functioning well (see attached Photo <br /> No. 1). No signs of significant erosion or instability were noted during this inspection. <br /> Processing Waste <br /> The waste disposal site including the waste disposal cell, adjacent cover soil and topsoil stockpiles <br /> were viewed and appeared to be stable and well maintained.
