If <br />groundwater mounding were to occur the drain would lower the water table down to historic <br />seasonal levels and the same can be said if a shadow were to occur on the downstream side of <br />the slurry wall that the drain would equalize the groundwater levels back to the historic seasonal <br />levels. <br />13. The Reclamation Plan states that inlet and outlet facilities for the reservoir will be designed once <br />the operational criteria have been identified by an end user. Please provide the Division with the <br />general location of these structures and identify them on the Reclamation Plan Map. If the <br />location of these structures needs to be changed, it can be done by submitting a Technical Revision <br />to the Division. <br />An updated Exhibit F Reclamation Plan Map is attached that identifies the location of the <br />inlet and outlet facilities. <br />14. As required by Rule 6.4.5(2)(b), please provide a comparison of the post-mining land use to other <br />land uses in the vicinity and to adopted state and local land use programs <br />The post-mining land use is expected to be a water storage reservoir which fits in well with <br />the agricultural nature of the area. The site is surrounded by farm irrigated and non- <br />irrigated fields. There is an existing mining permit (M-2003-001) that is located west the <br />proposed Journey Ventures Pit and is planned to be reclaimed as a water storage reservoir <br />once mining is completed. Weld County administers the land use and development in this <br />area. The proposed Journey Ventures Pit site lies within the A (Agricultural) Zone District in <br />Weld County and the proposed use is consistent with Chapter 22 of the Weld County <br />Code. Per the Weld County Code the uses which will be permitted will be compatible with <br />future development of the surrounding area as permitted by the existing zoning and with <br />the future development as projected by Chapter 22 of the Weld County Code and any <br />other applicable code provisions or ordinances in effect, or the adopted Master Plans of <br />affected municipalities. No conflicts were indicated by the Town of Kersey with their <br />interests in their referral comments to Weld County for the proposed Use by Special <br />Review Permit for the Journey Ventures Pit. <br />6.4.6 Exhibit F- Reclamation Plan Man <br />15 See comments under Exhibit D, No. 11. <br />See previous response under Exhibit D, No. 11. <br />6.4.7 Exhibit G - Water Information <br />16. The Operator proposes to construct groundwater recharge ditch/pond structures if groundwater <br />levels drop to a level that prevents an adjacent well from performing properly. Please provide the <br />dimensions/specifications of the recharge structures. The groundwater recharge ditch/pond <br />structures will be considered a part of the affected land.
