Reclamation earthwork costs assume <br />that at any given time during peak mining activities that a maximum <br />approximately 20-acre is disturbed by a combination of mined out area requiring <br />re-grading and seeding of a maximum of on-half of its perimeter. At the same <br />time, an adjacent approximately 20-acre phase is assumed to be stripped of topsoil <br />and overburden requiring only re-grading, topsoiling, and seeding. <br />¦ All mining will be done with portable equipment and field conveyors that, if left <br />abandoned, would be reclaimable at no cost to DRMS based on the salvage value. <br />¦ A cost contingency for evaporative losses for one year may be necessary during <br />which time the SEO evaluates the sealed water reservoir portion of the pit while <br />testing and meeting sealed water storage vessel leakage criteria. <br />¦ Because the site is to be reclaimed as a sealed water storage reservoir and access <br />by the public should be limited, it is assumed that perimeter fencing will be left <br />in-place. <br />¦ Unit price estimates are assumed to reflect market price conditions including <br />contractor overhead and profit. A five percent administrative contingency for <br />DRMS to administer the work is added to the cost estimate subtotal. <br />To reiterate, the following table is provided as an initial estimate for reclamation <br />bonding based on the phasing and sequencing of mining and reclamation activities <br />described in this permit amendment application. It is intended to provide a basis for <br />applicant bonding expectations and an estimate of potential bonding requirements for <br />comparison to bond calculations performed by DRMS during the permitting process. It is <br />expected that the two existing bonds will be eliminated and a new bond for the combined <br />and expanded operation will be established by DRMS. <br />53
