The applicant understands that DRMS will assess this amendment application and use <br />its proprietary reclamation cost model to assign reclamation costs to the amended permit <br />conditions and establish an appropriate bond to ensure that the State has insurance to <br />complete the specified reclamation in the event that the operator fails to do so for <br />unforeseen reasons. However, the applicant wishes to include an approximation of <br />anticipated reclamation costs with this amendment application to provide information <br />about their expectations regarding reclamation costs based on their understanding and <br />familiarity with the required earthwork construction and reclamation planting activities. <br />The following assumptions were made to develop the estimated reclamation cost <br />table, Table LI. presented below: <br />¦ The proposed new total site area is approximately 287.8 acres. Of this, 77.0 acres <br />is new acreage not included in the two existing permits that will be combined via <br />this amendment. Of the 77.0 new acres included in the "Arends, Reinoehl and <br />Archuleta" properties, a maximum of 68.5 acres will be disturbed and 8.5 acres <br />will constitute undisturbed mining area perimeter and geotechnical setbacks <br />requiring only partial scarifying, topsoiling and seeding where perimeter roads <br />and stockpiling has occurred. <br />¦ Overburden backfill will beat 3:1 (H: V) to .the bottom of the water storage area <br />(approximately E14955) for the perimeter of the water storage reservoir with <br />topsoil placed and slopes reseeded and fertilized to the bottom floor of the <br />reservoir. <br />¦ Overburden backfill will beat 3:1 (H:V) to the bottom of the open lake <br />(approximately El 4955) for the perimeter of the lake area with topsoil placed and <br />slopes reseeded and fertilized to 10 ft below the anticipated natural pool elevation <br />of approximately El. 4,980 ft and assuming a claystone bottom at approximately <br />El. 4,960 ft based on four widely scattered borings within this area. Topsoil will <br />be placed and slopes reseeded and fertilized, and also mulched above pool <br />elevation. <br />¦ No reseeding will be performed on reservoir or lake bottom areas which are <br />expected to consist of low permeability claystone bedrock.
