Overburden stockpiles will be placed within the 50 ft geotechnical setback to create
visual barriers to the mining operation from adjacent properties across the road, and from
the road itself. Backfilling of Phase 12 will occur concurrently with mining using the
overburden stockpiles adjacent to the phase. This will serve a dual purpose, the first
being backfilling back to approximately existing grades closest to the road first to ensure
availability of adequate backfill material quantities on a priority basis with adjacent to the
road being a higher priority than at the edge of the floodplain to the west. The second
purpose is to backfill the first phase as soon as possible thereby creating a low
permeability barrier that will minimize impacts of dewatering on domestic and irrigation
wells across Brighton Road to the east. Portions of Phases 13, 14 and 17 may have to be
similarly mined and backfilled to extend the currently planned Phase 12 ground water
barrier depending upon the results of ground water monitoring during mining of Phase
12.
Following completion of Phase 12, mining will generally proceed from south to
north toward the existing plant area. Phase 13 will mine the furthest south 11.2 acres of
the Arends property within the proposed expansion area. Phase 14 will include mining of
the east side of the relocated McCann Ditch in the north half of the Arends property and
will comprise approximately 6.9 acres. Phase 15 will include mining of the west side of
the relocated McCann ditch within the Arends property and will include the presently
unmined southeast corner of existing Phase 10. This new Phase 15 will comprise about
16.4 acres. Phase 16 will mine the remaining parts of the Reinoehl property in the
middle of the proposed new mining phases. Phase 16 will be east of the relocated ditch
and comprise approximately 16.8 acres. Phase 17 will comprise the Archuleta property
and there will be a 50 ft geotechnical stability setback along Third Creek along the east
and north sides of this phase, which will include 6.7 acres of mining. The final mining
will occur in Phase 18, north of the proposed new expansion area and this phase comprise
s the existing plant area (presently permitted disturbance, but not for mining). During
mining, only approximately 40 acres maximum will be undergoing disturbance by
stripping or active mining at any given time. All mining, except for Phase 11 will be dry.
Based on our current assessment of the property's reserves and overburden
thickness, volume calculations for the minable acreage as shown on Figure D1, and a
22
