4. Some of the areas shown on Map 29 - Spoil Grading South Area, are long
term facilities, such as haul roads, the facilities area and topsoil stockpiles.
Since these areas are not scheduled for reclamation until the end of mining
operations in the South Taylor Pit, it would be helpful to show these areas on
the map to eliminate any possible confusion related to contemporaneous
reclamation of these areas.
5. The Division would like to remind Colowyo that all areas that are backfilled
and rough graded must be shown on an appropriate map and submitted with
the yearly Annual Reclamation Report, due no later than 1 April of the
following reclamation year.
6. On Map 29 - Spoil Grading South Area, Colowyo revised the dates for final
closure of the East Pit through 2012. The Division will be evaluating the East
Pit when Colowyo submits the comprehensive closure plan for the East Pit by
the end of March 2009. A narrative describing the revised plans will also be
requested with the East Pit revision.
This completes the preliminary adequacy review of Technical Revision 79. The
Division's proposed decision date is 24 April 2009. Colowyo's prompt response to the
above questions will help in proposing a decision by this date. Please call me at
(303)866-3567 X8145 if you have any questions.
Sincerely,
James R. Stark
Environmental Protection Specialist
cc: Sandy Brown
