when overlaid on the PMT surface. The purpose of this figure is to illustrate <br />that Colowyo has planned its overburden dumps in such a way as to bring the <br />majority of the pit to the approved PMT by dumping alone. To that end, the <br />page is very helpful. It does appear that a large portion of the inactive West <br />Pit requiring regrading is near the approved PMT. While there is agreement <br />that this page should probably not be included in the permit (as it is in a <br />continual state of change), the Division would like Colowyo to provide text in <br />the backfilling and grading section of the permit that describes the current <br />backfilling activities. This description is necessary because it shows that, <br />although Colowyo may not be at final grade in these areas of the West Pit, the <br />mine is performing backfilling work by planning where to dump the spoils <br />from the truck/shovel operation. A description of the planning of the dumps <br />in the West Pit helps show that Colowyo is, in fact, performing backfilling <br />operations and working on contemporaneous reclamation. Without this <br />description there is no information that supports Colowyo's ongoing <br />backfilling operations. Please provide a narrative description of the truck <br />dump planning in the West Pit as it relates to the backfilling and grading <br />operations and contemporaneous reclamation in Permit Section 4.14. In the <br />narrative, please include how, following the dumping operations, final <br />backfilling operations will be accomplished (at present Colowyo has <br />discussed final grading operations with both dozers and dozers assisting a <br />dragline) and the timing of these activities. <br />2. In Technical Revision 63 (approved on 1 June 2007), Colowyo committed to <br />remove the upper 75 feet of "Hink's Peak" (to an elevation of approximately <br />7,400 feet). Because the removal and placement of this material represents a <br />relatively large task, removal of approximately 3,200,000 cubic yards of <br />material, the Division believes this task needs to be addressed in the permit. <br />Please describe how the removal of this material will be accomplished, where, <br />specifically this material will be placed and when this operation will take <br />place. <br />3. Many of the reclamation blocks shown on Map 29 - Spoil Grading South <br />Area, comprise large blocks of time (2009-2012 for the area of Hink's Peak, <br />for example). The lack of detail in these areas makes it difficult to determine <br />if backfilling and grading is taking place at a rate sufficient to meet the <br />scheduled completion date. The Division is requesting additional detail on the <br />map regarding the listed reclamation blocks. One possible way to accomplish <br />this would be to have the large blocks with a final completion date and then <br />have the area broken down into smaller blocks with targeted completion dates <br />for those blocks. While these dates may be difficult to determine for areas in <br />future permit terms, the areas that are scheduled to be completed in this permit <br />term should be broken down by year. This will make it easier to determine <br />compliance with the spoil grading plan and help identify any potential <br />problems.
