14. If characterization studies indicate that the waste rock material is not inert, a monitoring plan <br />will be submitted to the BLM. <br />15. If it is determined that safety standards are not met, mining operations would. cease until, <br />conditions are made safe. <br />Stormwater Management <br />1. Operator would implement a stormwater management plan. <br />2. Operator would conduct inspections of stormwater BMPs implemented on site at least <br />monthly, and within 24 hours after the end of any precipitation or snowmelt event that causes <br />surface erosion. For sites where final stabilization has not been achieved, the Operator would <br />inspect the stormwater management system at least once every month. <br />3. The Operator would follow and review Best Management Practices (BMPs) as outlined in the <br />stormwater management plan (SWMP). <br />4. The Operator would inspect the stormwater management system at active mines least twice <br />per year (spring and fall) or more frequently if specified in the plan, and document in the annual <br />report submitted to CDPHE by February 15th of the following year. <br />5. The Operator would inspect the stormwater management system at inactive mines at least <br />once per year, and document in the compliance report submitted to CDPHE by February 15th of <br />the following year. <br />6. The Operator would provide spill response and reporting as specified in the Spill Prevention. <br />Control and Countermeasure (SPCC) and SWMP Plan. <br />7. The Operator would conduct training its personnel and subcontractors on spill response and - <br />cleanup, good housekeeping practices, and the proper use and storage of materials. <br />8. The Operator would revise SWMP when there is a change in design, construction, operation, <br />or maintenance of the site, if the SWMP proves to be ineffective in controlling pollutants in <br />stormwater discharges, or when BMPs are no longer necessary and are removed. <br />Spill Prevention Control and Countermeasures <br />1. The Operator would implement the Spill Prevention Control and Countermeasures (SPCC) <br />Plan it prepared for operations. <br />2. If a spill occurs, the Operator would account for the safety of all workers and immediately <br />contact manager or mine superintendent, and environmental manager. <br />3. The Operator would dispose of used recovery materials appropriately.
