Tom Bird
March 3, 2009
Page 4
ii. Revise the text so that it is clearly distinguishes between the number of acres of
possible subsidence that are in the 5-year permit term and the number of acres
of possible subsidence that are in the total life of the mine.
c. Please make the changes requested in preceding items a and b to the permit
application pages for both the King I and II Mines.
d. Please submit the Section 2.05.2 referred to on page I of Section 2.03.8. The
copy of the permit application on file with DRMS does not contain this section
(please also submit 2.05.2 for the King I permit volume).
9. Section 2.05.4, pages 2, 3, and 4. To enable DRMS to update the reclamation cost
estimate, please add the following information to the descriptions of structures:
a. Length of each conveyor,
b. Height and diameter of the coal stack tube,
c. Thickness of each concrete slab, floor, and foundation and note whether or not it
is reinforced with rebar/steel rod, and
d. Number and dimensions of concrete footers for each structure.
10. Please submit an updated Table of Contents for the permit application showing the re-
numbered pages and Appendices, and the changes in the titles of Maps King II-010
A, B, and C.
11. Please submit a new cover page for the permit application with the wording "Revised
through TR-15" deleted. Deleting this wording will eliminate the additional effort
needed to keep this reference up-to-date when permitting actions do not follow in
numerical sequence (for example when TR-16 is approved before TR-15).
12. To facilitate inserting pages in the 3-ring binder of the permit application, please
submit letter-sized pages on 3-hole punched paper.
The current decision deadline for TR-15 is March 15, 2009, please request an extension
that provides enough time for you to provide responses and DRMS review.
If you have any questions, please contact me.
Sincerely,
7-WtIl /a-
Tom Kaldenbach
Environmental Protection Specialist
cc: Dan Hernandez, DRMS
