Tom Bird Page 3
March 3, 2009
iii. Please include certified as-built design calculations (for example,
SEDCAD analysis) for the following culverts: C2, C3, C5, and the
Cattle Guard/Clear Water Drainage Crossing.
b. Like the haul road, please submit a P.E.-stamped, as-built certification statement
for the two access roads shown in Details 9 (Upper site, office, parking access
road) and 10 (Belt Portal access road). Please include in the certification any
other road sections that are "access roads" as defined in Rule 1.04(111)(b) and
SEDCAD runs for culverts underneath access roads. The requirement to certify
access roads is required by Rule 2.05.3(3)(c)(vii).
6. Please revise the postmining contour map and profiles on Maps King II-010 A, B, and
C as follows:
a. Remove the mine structures (pond, roads, ditches, and above-ground structures).
Many of the structures are outdated on the existing map, and showing them on the
map obscures the postmining contours.
b. Add the word "postmining" to the titles of all three figures.
c. Show profiles through all of the portals and other areas where significant
backfilling or regrading will occur.
Also, please submit a revised page 4, Section 2.05.4 that says backfilling and grading
will be undertaken to achieve the postmining topographic configuration shown on
Maps King II-010 A, B, and C.
7. Please keep the existing two-page "Surface Blasting Report" blank form in the permit
application as new pages 12 and 13 in Section 2.05.3. (This form currently is
Appendix 11(3) in the permit application.) Please submit existing pages 7a and 7b of
Section 2.05.3 re-numbered as pages 10 and 11 of 2.05.3. Please revise the reference
to Appendix 11(2) on existing page 7a (new page 10) to reflect the new location of
the Surface Blasting Report.
8. Section 2.03.8, page 1.
a. Please revise the text so that it is clear how many acres of surface affected area
are planned:
i. For the current 5-year permit term, and
ii. For the total life of the permit.
b. Please either:
i. Delete the wording "possible subsidence", or
