M-2004-009 Vining and Safety <br />Technical Revision ("TR') No. 2 is a simple change to both the mine and reclamation <br />plans on this DRMS permit for the Turnpike Mining Resource site. In short, there is a <br />slight change to the mining and reclamation portions on the southern part of the permit <br />from the 2006 amendment showing two separate mined areas instead of a single mined <br />area, resulting in two post-mining ponds instead of one. We are not moving oil well flow <br />lines by this action, a very costly procedure. In the north portion of the permit area, we <br />are simply increasing the amount and extent of backfill in the reclamation plan versus <br />what is currently approved as part of the 2004 original permit approval and the 2006 <br />amendment. All changes described are shown on the map exhibits, are described in the <br />revised text portions of the exhibits and is reflected in the final reclamation costs of <br />Exhibit L. <br />A simple comparison of the exhibits submitted with this TR to the 2006 amendment <br />exhibits will show the differences. <br />I am also submitting a single copy of a geotechnical report completed last year that shows <br />an engineered liner design and that there are sufficient quantities of the proper type of <br />earthen materials on the site to construct an engineered clay-liner for both the future <br />water-storage reservoir and the ponds. This data consists of a summary cover letter to the <br />report, the text of the report (particularly the "Earthen Liner Recommendations") and all <br />appendices. A typical cross-section through the liner design is attached to this summary. <br />This information is being submitted to reduce the bonding amount on this permit by <br />showing that an engineered liner design has been completed, unlike both in the original <br />2004 approval of this permit and the 2006 amendment. The bond reduction is determined <br />by the DRMS <br />Asphalt Specialties Co., Inc. is the holder of the DRMS permit for this sand and gravel <br />mining site and is the entity making this TR request as they are the bond holder. <br />Accompanying this text are two copies of the revised mine and reclamation plans (Ex. C- <br />2 and Ex. F), mine and reclamation plan texts (Ex. D and Ex. E), Ex. L Reclamation <br />Costs and Ex. S Permanent Man-made Structures.
