Sandra Pautsky, Oakridge Energy, Inc <br />Carbon Junction Mine WWTF inspection <br />February 26, 2009 Page 2 of 3 <br />The Oakridge Energy, Inc - Carbon Junction Mine final reclamation project needs to be <br />covered under a Colorado WQCD - issued discharge permit until final reclamation is complete. <br />WQCD understands that approximately 10 total acres of area still needs final reclamation. <br />These areas include; Sediment Pond # 1, Sediment Pond # 2, top soil piles, and various <br />drainage ditches. <br />The WQCD-Permits-Denver Office has determined that it is appropriate at this time for the <br />Oakridge Energy, Inc. - Carbon Junction Mine reclamation project to be covered under a: <br />- Colorado WQCD Stormwater (Construction) discharge permit. <br />Please see attached information sheet from WQCD's websde. <br />Once Oakridge Energy, Inc. has obtained a Colorado WQCD Stormwater (Construction) <br />discharge permit, WQCD can continue to process your formal request to terminate the <br />industrial wastewater permit (CDP$ No. COG-854042) for the Oakridge Energy, Inc - Carbon <br />Junction Mine. <br />Seff-Reported Data Review <br />During the inspection self-reported compliance data contained in your discharge monitoring reports <br />(DMRs) from January 2006 to October 2008 and the Stormwater Annual Reports for 2005, 2006, and <br />2007 were reviewed. <br />No problems or deficiencies were noted with these documents. <br />Other Observations and Commefs <br />The following are observations, comments, and/or recommendations noted during the inspection: <br />1. The Oakddge Energy, Inc - Carbon Junction Mine site is under final site reclamation. <br />2. No coal mining or coal processing is occurring at the site. <br />3. The Oakridge Energy, Inc - Carbon Junction Mine industrial wastewater discharge permit, <br />(CDPS No. COG-850042) is for the control of surface water runoff. <br />4. Sediment Pond # 1 along with Outfall 001A and Sediment Pond # 2 along with Outfall 002A, <br />need to be reclaimed as part of the final site reclamation. <br />5. No problems or concerns were noted during the inspection. <br />Reminders <br />• Sanitary sewer overflows (SSO) and any other spills are required by law to be reported to the <br />Department within 24 hours of discovery.
