Exhibit L - Reclamation Costs <br />6.4.12 EXHIBIT L - Reclamation Costs <br />(1) All information necessary to calculate the costs of reclamation must be submitted <br />and broken down into the various major phases of reclamation. The information <br />provided by the Operator/Applicant must be sufficient to calculate the cost of <br />reclamation that would be incurred by the state. <br />(2) The Office may request the Operator/Applicant to provide additional, reasonable <br />data to substantiate said Operator/Applicant's estimate of the cost of reclamation <br />for all Affected Lands. <br />SUMMARY OVERVIEW: <br />Assumptions of Affected Lands in the Pre-Disturbed State of the Application for <br />Warranty Determinations. Where appropriate, information is generalized and <br />approximated from similar estimates determined by the Colorado Division of <br />Reclamation Mining and Safety (RMS), as indicated: <br />Total Affected Lands (assume active extraction front in default - or - 1600.0± <br />linear feet for two active tracts - with 400.0± linear feet of concurrent reclamation <br />in default on the sides of each front - for an additional 1600 linear feet total <br />additional wall, with a an average wall depth of 50.01 percent of the 50.0± feet <br />optimal depth of extraction (or 25± feet mean depth), for a total linear feet at 25± <br />feet of depth of 1600.0± linear feet Tract A + 1600.0+ linear feet Tract C - Acitive <br />estraction front + 1600.0± additional unreclaimed front from failed concurrent <br />grading and reclamation = 4800.0± linear feet Total to reduce to 3H:1 V median <br />slope with a 75.0± distance to achieve 3H:1 V if mean depth is 25.0± feet = an <br />approximate area of 8.27± acres or 8.25± acres to reclaim under default, assuming <br />the balance is either permanent roads or under water. <br />Further, assume Stage 3 has been reached and the plant site area and stockpiles <br />contribute an additional 14.32± acres of unreclaimed area upon default, leaving a <br />total area requiring revegetation under default of 22.57± acres. Finally, for <br />purposed of determining an estimate for discharge of waters for regarding and <br />reclamation under a default for extracted basins lower than the anticipated final <br />water level, assume that approximately 25.0± percent (essentially 21.0± Acres) of <br />the potential basin area has been achieved and are full of water over Tracts A and <br />C. <br />Finally, assume an equal area of land to the extraction front is pending seeding or <br />revegetation has failed, or an additional 8.25± Acres (keeping in mind that the total <br />Varra Companies, Inc.
