-2- <br />plan a site inspection sometime before any Planning Commission hearing takes place. <br />According to the R&B Department, there are no current maintenance agreements <br />concerning truck activity related to past mining or hauling activities at the site. The <br />applicant would agree to road maintenance agreements proposed and/or suggested by the <br />County and Road Director for the possible impacts to CR 59. Maintenance requirements <br />can be determined and adjusted for each particular contract as necessary. <br />The anticipated operations at the site would fall into three (3) general <br />categories ...low level... medium level.... and large (public works) level of activities <br />at the site defined as follows: <br />Low Level: Less than 20 trucks/day (2 trucks/hour for 10 hour haul day) or 500 tons for a <br />single day up to 5 days in duration, Mostly small volumes for local private customers <br />requesting materials for road/driveway, home or septic construction needs similar to other <br />pits operating in Park County. Mining and processing at the site would occur, as stockpiles <br />are reduced. No public works hauling. No asphalt or batch plant operations or <br />mobilization. Site will usually be static with no activities at all other than occasional local <br />sales from stockpiles. At this level there may be no maintenance requirements specified <br />by the County Road and Bridge Director. No notice given to BOCC for this level site <br />activity. <br />Medium Level (Possible small public works or private contract, gravel materials <br />only): No asphalt or batch plant operations or mobilization. Mining and processing at the <br />site as stockpiles are reduced. More than 20 trucks/day hauling loads from site. This <br />activity level would generally be a larger volume gravel/aggregate materials hauling <br />activity greater than 500 tons/day for longer than 5 day period. At this level there may be <br />a maintenance requirement specified by the County Road and Bridge Director depending <br />on the actual ton and truck numbers. Notice will be given prior to activity to BOCC for <br />this level site activity through the Planning Office. <br />High Level (public works project volumes):- Contracted asphalt or batch plant <br />operations at site requiring temporary mobilization of such type equipment to the site. <br />Full notification and request for comments will be given prior to any mobilization activity <br />through the Planning Office to the BOCC for this level of site operations. At this level <br />there may be a maintenance requirement specified by the County Road and Bridge <br />Director depending on the actual ton and truck numbers. <br />The applicant and the site operator, Hard Rock Paving and Redi-Mix, Inc., would <br />prefer and try to plan for any CDOT, Park County and/or other larger private or Public <br />works hauling activities to take place in as short an interval as possible once all variables <br />for any specific project are known. The number of turns onto PCR 59 from the site for <br />medium and high level site activities will be dependent on the road base and/or asphalt <br />project contract quantities and on the project location. If a large volume project is planned <br />for the site, an estimate for ADT's to PCR 59 can be determined at that time for that <br />known project's requirements and volumes and provided to the County and discussed <br />with the BOCC prior to the activity.
