III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Janet Binns of Colorado Division of Reclamation, Mining <br /> and Safety. Mr. Brian Watterson of Twentymile Coal Company accompanied the field portion of the <br /> inspection. The mine is an active underground mine. The weather was cold with snow squalls <br /> throughout the day. A fair snow pack is present throughout the mine site. <br /> Roads: Roads throughout the mine were clear of snow. Recent warm weather(above 32 degrees) has <br /> thawed the top few inches of the roads, resulting in muddy spots. These muddy spots are not causing <br /> damage to the roadway as the road bed remains frozen underneath. Access roads to Fish Creek Borehole <br /> and the south side of the RDA were plowed. Roads that are regularly used by TCC had been plowed. <br /> Roads that are used infrequently had not been plowed. <br /> Support Facilities: TCC has submitted a revision for 7 to 8 geotechnical boreholes in the area of the <br /> projected 18LT Vent borehole. (MR235). This location is near the northern extent of the permit area <br /> just to the west of Routt County Road No. 27. The proposed location was pointed out. The site is snow <br /> covered. <br /> TCC continues to remove stored metal & other unused material at the PM Bay area. <br /> Hydrologic Balance: TCC continues to pump Mine water from TORT to Foidel Creek via a 12" HDP. <br /> The discharge point at Foidel Creek is approximately where Foidel Creek flows under Routt County road <br /> No. 33. The majority of this line has been buried. TCC will continue to bury the line as weather <br /> conditions allow. TCC continues to conduct WET testing for this discharge. TCC is investigating <br /> treatment options for this location, due to previous WET test excursions. TCC reported that repairs have <br /> been conducted to the water level monitoring equipment at TORT borehole. TORT borehole#2 is not <br /> discharging or pumping to 6MN reservoir. <br /> Fish Creek Vent Shaft (FCVS) was being pumped to Pit 1. Pit 1 elevation has reached the discharge <br /> elevation at Site 7 that is flows to Pond D. Pond D was discharging approximately 0.22 on the staff <br /> gauge at the time of the inspection. The discharge water is clear with no oil sheen. <br /> Ponds throughout the mine were snow covered and frozen. <br /> The Million Gallon Tank at the PM Bay was not overflowing at the time of the inspection. Pond G was <br /> not discharging. <br /> Processing Waste: TCC is working the southern portion of RDA (area 3) and the western portion (area <br /> 4). The new Area 4 refuse material had been graded out and was tying in well to the refuse to the east of <br /> this new working area. Drainage continue to be maintained off or the RDA. No wet or ponded areas <br /> were encountered. <br /> 3 of 5 WHITE- File YELLOW -Operator PINK- Specialist <br />
