ROCKY NOT TBIN <br />NATBRIBLS & 1311"880 INC. <br />1910 Rand Avenue <br />Colorado Springs, CO 80906 <br />Exhibit C <br />Mining Plan <br />This plan is to be used to describe the mining activities as will be conducted during <br />the life of the mine. <br />A. Mining will commence on approximately March 1, 2009. Mining activities will <br />continue based on the market demands for asphalt and concrete products in <br />the local and surrounding areas. <br />B. All plant growth material has previously been removed from the site. All of the <br />materials that are removed from the mining area will either be used for asphalt <br />and concrete production or they will be used to backfill the whole that is <br />created by mining. Because this site will be reclaimed to industrial use, topsoil <br />will not be required as we will not establish vegetation as part of the <br />reclamation. <br />C. It is expected that 6 to 8 feet of the top material will not be suitable for <br />construction aggregates. This material will be used to back fill the area where <br />good aggregates are removed. It should not be necessary to stockpile these <br />materials as they will be placed in the mined area when they are removed. <br />D. The area to be mined is 9.9 acres. The depth of mining will be 30 to 40 feet <br />as shown on the mining and reclamation maps. This will result in the removal <br />of approximately 400,000 cubic yards of construction grade aggregate. <br />E. All roads and access routes have been previously established as part of the <br />industrial plant facilities. All plant locations and access roads are shown on the <br />maps. <br />F. As noted above, the mining area is 9.9 acres. It is expected that the disturbed <br />area will not exceed two acres at any time. Because the asphalt and concrete <br />plants will continue to operate along with the mining activities, the disturbed <br />area will only be large enough to allow for a good supply of material. <br />Backfilling will begin as soon as the material is removed so that the area can <br />be returned to usable stockpile space. <br />G. Existing roads and dimensions are included on the maps. Current access <br />roads are paved to limit impacts from dust and erosion. As well, stormwater <br />473-3100 • Fax 473-3
