MCC proposes to drill 16 holes on 1? pads as stated in TR-111 in Sections <br />26. 27. 28, 33. and 3?; of TliS, R90~V, 6~' Prime 1\~leridian, Gunnison Count;; Colorado. <br />All of the proposed drilling and road construction is consistent v,~ith the previously <br />submitted TR-111 and ~~,~ould take place «-ithin the current permitted coal mizling areas on <br />coal lease COC-56??7 and C-1362 held by Arch Coal Inc. .411 proposed surface <br />disturbances «~ere analyzed in the E Seam T\~Iethaue Drainage EIS, Record of Decision. <br />MINE PLAN AND SRP <br />MCC is currently mirLng Panel E 1 on development as projected in MCC's 2008 <br />Mine Plan. Panel E 1 is scheduled to be completed in September, 2009 (See 1~-Zap 1). <br />MCC proposes to complete the reclamation of pads and plugging and ahandorung of the <br />holes indicated in this docurment, understanding that completion of the proposed <br />reclamation is a function of `whether some of the indicated wells may be necessary to <br />safely continue nuninQ the remaining panels in the E seam. <br />Also. affecting the number of ?~~ID~~j`s reclaimed is the magnitude of methane <br />encountered as mining proceeds. Current drilling and reclamation plans are based on the <br />best information available at this time. Ho«-ever, as the remaining panels are mined more <br />information is made available ~~,-hich will allow MCC to adjust drilling and reclamation <br />plans accordingly. Should such adjustments become necessary; MCC twill contact the <br />Forest Service to note the adjustments to the reclamation plan. <br />OTHER CONSTRUCTION ACTIVITIES <br />Other construction activities planned for the project area in 2008 include <br />construction of the Beaver Slide Bypass Route and E seam R~LD~~~'s roads and pads as <br />depicted in TR-111 and the attached Map. All roads «~ill be constructed in accordance <br />with USFS guidelines for the Geometric Design of Very Lo~~%-Volume Local Roads; <br />AASHTO. 2001. and USFS Best Management Practices (BMP's). A ~~%ater supply line <br />may also be extended from the USFS boundary in Sylvester Gulch up the Sylvester Gulch <br />Road to the T~~-o Ponds site and beyond to the E seam MDW project area. The hosing <br />andlor pipes would be placed along side of existing roads wherever practical to mininuze <br />disturbance and pro~Jide for repair- and maintenance. The lines will be anchored to prevent <br />damage due to surging in the lines. <br />5 <br />
