T , <br />continuing demand for gravel products and dwindling reserves, the Applicants <br />are requesting an expansion of Milner Pit #2 to property lying to the south and <br />west of the current pit. <br />PROJECT EXPANSION NARRATIVE <br />Camilletti Milner Pit # 2 is proposing to amend SUP #PP2005-078 to allow <br />for future expansion of Pit #2 into adjacent acreage to the south and west of the <br />existing permitted pit and to request minor modifications of current permit <br />conditions. State permits and submittal information obtained for Pit #2 will <br />continue in effect or will be modified/ updated as necessary to satisfy state <br />regulatory provisions. The Applicants have discussed with County staff and <br />have opted to not request permit authorization to mine sand and gravel from <br />that area immediately west of the existing pit due to previously stated concerns <br />of potential impacts to the cottonwoods. It is clear that such cottonwoods do not <br />provide any visual screening of the pit operations, however the Applicants have <br />agreed to not request permitting of this area at this time. <br />Milner Pit #2 is operated by Precision Excavating, Inc. on land owned by <br />Camilletti & Sons Inc. Precision and Camilletti & Sons previously permitted, <br />operated and reclaimed Camilletti Milner Pit #1, which was east of Milner and <br />adjacent to U.S. Highway 40. As the gravel was running out in Pit #1, the permit <br />for Pit #2 was submitted. Pit #2 is located south of the Yampa River <br />approximately- one mile south of the Town of Milner and accesses off Routt <br />County Road 179. Pit #2 was originally granted a Special Use Permit #2000-003 <br />in June 2001 after multiple hearings with the Planning Commission and Board of <br />County Commissioners, and has been operating since that time. Certain <br />conditions of the original special use permit for Pit #2 were subsequently <br />amended through public hearings in April 2003 and March 2006. <br />Over the past 7 years, Precision has produced multiple sand and gravel <br />products that meet the continuing needs in Routt County, while respecting the <br />environment and limiting impacts to the Milner area. As part of the permit <br />process for Pit #2, Precision and the Camillettis constructed and dedicated to the <br />County a new county road (RCR 178) from RCR 179 to Highway 40 east of <br />Milner to eliminate the need for haul traffic through the Town of Milner and to <br />improve access from Highway 40 to the south. This new road has significantly <br />reduced the impacts of all traffic, not just haul trucks, through Milner. The <br />currently permitted site has proven to contain quality gravel resources, readily <br />accessible to Highway 40 with minimal impact on the area. Based on current <br />demand for gravel products, we have approximately 3 years of reserves left in <br />the permitted area. Another 70 - 80 acres of gravel reserves lie adjacent and to <br />the south and west of our existing pit. <br />Unlike new gravel pit permit requests, 1007o of the infrastructure needed <br />to mine the additional acreage adjacent to Pit #2 has already been constructed <br />and is in place (per county and state regulations) to extract, process and deliver <br />the gravel products to consumers. The approval of this request will not result in <br />the tonnage of materials hauled from the pit increasing above the current
