Response: The enclosed Area Map shows the existing features of the
proposed expansion area.
VICINITY MAP
Response: The enclosed Vicinity Map is an excerpt of the Milner,
Colorado, 1971 U.S.G.S. quad map, which shows the location of the proposed
expansion area in relationship to the Town of Milner and the surrounding areas.
EXISTING CONDITIONS MAP
Response: A map showing all of the current features currently found on
the site is found on Camilletti Milner Pit #2 -Existing Conditions Map. This map
shows the locations of all current manmade features such as roads, fences,
homes, buildings, etc. found on or immediately adjacent to the property.
PHASING PLAN SKETCH/MINE PLAN MAP
Response: See attachments. As set forth below in the project narrative,
this permit amendment request anticipates modification of the phasing of
extraction of materials from Milner Pit #2. Upon completion of extraction of
gravel from Mine Block #2 of Pit #2, mining operations would be moved to the
proposed expansion area. After removal and stockpiling of topsoil and .
overburden, gravel mining will commence. The gravel will be removed down to
the shale valley floor bottom and. transported via conveyer belt and/or haul
trucks from the extraction area to the current operations area. Processing,
including crushing, washing, screening and stockpiling of various products,
would remain in the current pit operations area. There would be no change in
the existing operations area, with the loading of haul trucks and utilization of the
existing access/ haul road in and out of the pit. As discussed below, the
amendment requests elimination or relaxation of the condition which limits the
maximum disturbed area to 25 acres, so as to allow for a safe and reasonable
circulation of it equipment, and adequate space for processing facilities,
stockpiles of the multiple materials and circulation of haul trucks in and out of
the pit.
Mining will proceed in phases of the proposed expansion area as
generally shown on the enclosed Mine Plan, with a 50' setback from the south
side of Trout Creek. This proposed setback is the same as the setback imposed
for the existing pit #2. The expansion area is currently traversed by a gas
transmission line contained within a 50' wide easement, which must be either
avoided or relocated. The gas line easement is identified on the enclosed Mine
Plan. The Applicants have been involved in discussions with Xcel Energy,
owners of the gas transmission line. It has not yet been determined whether the
gas transmission line will be relocated or whether the line will be avoided, in a
similar fashion to the Yampa Valley Electric Association (YVEA) transmission
line, which was left in place during the extraction operations in Pit #2.
Additionally, there is an existing YVEA power line near the south boundary of
the proposed expansion area, as shown on the Mine Plan.
