40. There is an incorrect reference to map Figure 4.4.1 at the bottom of permit page <br />2-38. The correct reference should be Figure 2.2-2. <br />Please correct the reference. <br />41. There appears to be an incorrect reference regarding proposed topsoil stockpile <br />sideslope gradient in amended Section 2.3.4. The narrative refers to a maximum <br />slope of 2 horizontal to 1 vertical, while pertinent map figures and cross-sections <br />depict a 2.5 horizontal to 1 vertical slope. <br />Please amend the narrative reference as appropriate. <br />42. Given the problems encountered with cheatgrass establishment on the existing <br />topsoil pile, and the prevalence of cheatgrass in the areas to be disturbed in <br />association with TR-16 expansion, it is likely that cheatgrass will infest the <br />proposed new stockpile, unless preventive measures are employed. <br />Please address measures that will be taken during topsoil handling and <br />storage operations associated with TR-16 expansion, to minimize initial <br />establishment of cheatgrass on the proposed topsoil stockpile and to control <br />cheatgrass infestation in subsequent years. <br />43. It would appear that topsoil salvage and subsequent development of the coal mine <br />waste disposal area and the coverfill stockpile will disturb small areas of pinyon- <br />juniper woodland on the steep hillslopes. <br />Please address measures that will be taken to clear trees to accommodate <br />topsoil salvage, and commit to obtaining necessary approval or permit from <br />BLM regarding timber salvage prior to implementation of tree removal <br />operations. <br />Rule 2.05.4(2)(c) Plan for Backfilling and Grading <br />43.
