suitable material that will remain from the existing construction material <br />stockpile or that is currently in place beneath the existing topsoil and <br />construction material stockpiles, as well as suitable subsoil within map units <br />not previously disturbed, which will be disturbed in association with TR-16 <br />implementation. <br />The topsoil stockpile and sediment pond proposed in TR-16 would appear to <br />fall within the boundary of the East Salt Creek alluvial valley floor (AVF). <br />As such, the paragraph on page 3-8 noting that the office area is within the <br />AVF would need to be expanded to note that the topsoil stockpile and <br />sediment pond are also located within an AVF. <br />37. In Section 2.2.31 of the amended application, it is stated that "the goal is to <br />salvage approximately 7,500 CY [of subsoil] from excavating the foundation of <br />the [coal mine waste] pile for placement and storage in the coverfill pile to ensure <br />there is adequate material for final reclamation. <br />Please include information in appropriate amended sections of the <br />application to document (based on site specific soils data for the affected soil <br />types) that sufficient subsoil of suitable quality is available and will be <br />salvaged. The quantity of salvaged coverfill material will need to be <br />sufficient to ensure that a minimum thickness of four feet of non-toxic cover <br />(including topsoil layer) will be placed over the final surface of the coal mine <br />waste pile. <br />38. The initial paragraph in Section 2.3 of the current application contains an <br />unnecessary reference to OSM regulations and reference to an outdated version of <br />the applicable State regulations. <br />Please revise the section as appropriate. <br />39. Narrative on current permit page 2-38 has not been amended to incorporate soil <br />availability assessment and salvage projections for disturbances associated with <br />TR-16, and such amendment is necessary. Also, it would appear that the second <br />section heading on the page "2.3.1 Topsoil Availability" is erroneous, and should <br />appropriately be "2.3.2 Topsoil Removal". <br />Please revise the narrative and section headings as appropriate to <br />incorporate TR-16 planned operations, and update current language to <br />reflect topsoil salvage and stockpiling operations previously conducted (and <br />volumes salvaged from the previously disturbed areas). Include estimated <br />volume of suitable subsoil available for salvage (as coal mine waste coverfill), <br />in addition to estimated volume of suitable topsoil available for salvage, for <br />areas to be disturbed by TR-16 disturbances. <br />12
