suitable material that will remain from the existing construction material
stockpile or that is currently in place beneath the existing topsoil and
construction material stockpiles, as well as suitable subsoil within map units
not previously disturbed, which will be disturbed in association with TR-16
implementation.
The topsoil stockpile and sediment pond proposed in TR-16 would appear to
fall within the boundary of the East Salt Creek alluvial valley floor (AVF).
As such, the paragraph on page 3-8 noting that the office area is within the
AVF would need to be expanded to note that the topsoil stockpile and
sediment pond are also located within an AVF.
37. In Section 2.2.31 of the amended application, it is stated that "the goal is to
salvage approximately 7,500 CY [of subsoil] from excavating the foundation of
the [coal mine waste] pile for placement and storage in the coverfill pile to ensure
there is adequate material for final reclamation.
Please include information in appropriate amended sections of the
application to document (based on site specific soils data for the affected soil
types) that sufficient subsoil of suitable quality is available and will be
salvaged. The quantity of salvaged coverfill material will need to be
sufficient to ensure that a minimum thickness of four feet of non-toxic cover
(including topsoil layer) will be placed over the final surface of the coal mine
waste pile.
38. The initial paragraph in Section 2.3 of the current application contains an
unnecessary reference to OSM regulations and reference to an outdated version of
the applicable State regulations.
Please revise the section as appropriate.
39. Narrative on current permit page 2-38 has not been amended to incorporate soil
availability assessment and salvage projections for disturbances associated with
TR-16, and such amendment is necessary. Also, it would appear that the second
section heading on the page "2.3.1 Topsoil Availability" is erroneous, and should
appropriately be "2.3.2 Topsoil Removal".
Please revise the narrative and section headings as appropriate to
incorporate TR-16 planned operations, and update current language to
reflect topsoil salvage and stockpiling operations previously conducted (and
volumes salvaged from the previously disturbed areas). Include estimated
volume of suitable subsoil available for salvage (as coal mine waste coverfill),
in addition to estimated volume of suitable topsoil available for salvage, for
areas to be disturbed by TR-16 disturbances.
12
