that bonding costs for slurry walls have not been included anywhere in the provided
estimate.
The following information will be required at a minimum: locations and projected sizes
of topsoil and overburden piles will need to be specified so that hauling costs can be
determined; the amount of backfill needed to achieve the required sloping for each cell
will need to be provided; thickness of topsoil to be replaced and over how many acres;
amount per acre and type of mulch to be used; sizes and types of trees to be placed in the
Stage 1 area as depicted on the reclamation map; estimates of acreage for each seed mix;
justification for estimates of costs for conveyor removal and demo and salvage costs;
sequencing and dimensions of slurry walls to be installed and supporting information for
reduced bond options if desired. As previously stated in the Mining Plan comments,
please be aware that the Division is required to bond for 100% of the cost of the slurry
wall unless the required provisions are met.
If a floating bond is desired, it would be useful to break these costs out by mining stage,
so that as each stage is fully reclaimed, and/or each slurry wall is approved by the SEO,
the associated bonding costs can be reduced without needing to recalculate the bond for
the entire site.
6.4.13 EXHIBIT M - Other Permits and Licenses
Please submit proof of application for the stated permits, or that they have been acquired.
6.4.14 EXHIBIT N - Source of Legal Right to Enter
This section is adequate as submitted.
6.4.15 EXHIBIT O - Owner(s) of Record of Affected Land (Surface Area) and
Owners of Substance to be Mined
This section is adequate as submitted.
6.4.16 EXHIBIT P - Municipalities Within Two Miles
This section is adequate as submitted.
6.4.17 EXHIBIT Q - Proof of Mailing of Notices to County Commissioners and Soil
Conservation District
This section is adequate as submitted.
6.4.18 EXHIBIT R - Proof of Filing with County Clerk and Recorder
This section is adequate as submitted.
