6.4 SPECIFIC EXHIBIT REQUIREMENTS - REGULAR 112 OPERATIONS <br />6.4.1 EXHIBIT A - Legal Description <br />This section is adequate as submitted. <br />6.4.2 EXHIBIT B - Index Map <br />This section is adequate as submitted. <br />6.4.3 EXHIBIT C - Pre-mining and Mining Plan Map(s) of Affected Lands <br />The maps are generally very well done, however, the location of topsoil and overburden <br />piles mentioned in the text in Section 5.2 are not shown on the mining plan map as <br />described. <br />6.4.4 EXHIBIT D - Mining Plan <br />The overall mining plan appears to be straightforward; however there are areas which <br />may require additional clarification. The Division assumes at this point that no incidental <br />products will be produced and that explosives will not be used. Please confirm that this <br />is the case or provide additional information if this is not the case. <br />Please also describe how much, where, and how the topsoil reserves will be maintained <br />until replaced during reclamation. Please refer to 3.1.9 of the rule for further guidance. <br />Will all the slurry walls be installed for Stages 2-5 at the same time prior to mining, or in <br />sequence prior to disturbing a specific Stage? This will determine how much bond will <br />need to be calculated for the slurry walls prior to mining startup. Please be aware that <br />the Division is required to bond for the entire cost of the slurry wall until design, <br />specifications, and quality assurance plans adequate to meet the State Engineer's <br />standards have been submitted and approved. The Operator may also commit to <br />complete installation of the slurry wall, and then provide the Division with a construction <br />report for the slurry wall and engineer's certification that the wall will function up to <br />standard to obtain the 20% bond option. If the report and certification are accepted by <br />the Division, the operation would then be eligible for the reduced (20% of replacement <br />cost) slurry wall bond. Bond money for slurry walls will be released by the Division <br />when it is shown that the walls have been approved by the SEO after passing the SEO <br />testing procedure. <br />6.4.5 EXHIBIT E - Reclamation Plan <br />The plan as submitted does not specify the thickness of topsoil to be replaced in areas <br />above the post-reclamation water level. Because the site should have a large surplus of <br />salvaged topsoil, the Division would recommend at least a minimum of 12 inches of
