I have completed my review of Permit Revision No. 3 (PR-03) for the Collura Expansion at the
Colowyo Mine, #C-81-019. Your request asked me to look at the following sections at a minimum.
• Rules 2.04.7(2) and the applicable portions of Rules 2.05.6(3), 4.05.2, 4.05.11-13
Exhibit 7 Items 21 and 22
• Rule 4.05.5-7 Sediment Control (pg 108)
• Exhibit 7 Item 23 Sediment Control Plan
Where necessary, I may have included comments specific to other Rules or sections of the permit for
additional or supporting information (e.g. 2.05.3(4)). My comments are as follows.
Rule 2.04.5 - General Description of Hydrology and Geoloav
1. The Permit Revision 03 application is found to be complete in regards to this Rule.
Questions regarding technical adequacy may be necessary.
Rule 2.04.7(2) - Hydrology Description - Surface Water Information
2. The Permit Revision 03 application is found to be complete in regards to this Rule.
Questions regarding technical adequacy may be necessary.
Rule 2.04.7(3) - Hydrology Description - Alternative Water Supply Information
3. The Permit Revision 03 application is found to be complete in regards to this Rule.

Rule 2.05.3(4) - Ponds, impoundments and other treatment facilities
4. The Permit Revision 03 application is found to be incomplete in regards to this Rule.
Information as described below was not found in the application for the single sediment
pond proposed.
