6.3.4 EXHIBIT D - Reclamation Plan <br />Please be aware that any pre-law disturbed areas MUST be reclaimed in accordance with <br />the approved reclamation plan if they are in any way re-disturbed during mining <br />activities. The general information in the reclamation plan (seed mix, type and number of <br />trees, etc.) seems to be adequate, but more specific information will need to be provided <br />in a few areas. <br />Please describe the grass seed mix in terms of pounds of pure live seed/acre for each <br />grass species to be utilized - keep in mind that broadcast seeding will require twice the <br />amount of seed specified for drill seeding. There seems to be some inconsistency in the <br />math in the table provided with the application, however, the seed mix appears to be a <br />good variety of species. Additionally, the current reclamation plan states that topsoil <br />stockpiles that will not be disturbed for 12 months will be seeded and stabilized. The <br />Division recommends that topsoil stockpiles be seeded and stabilized as soon as possible <br />if that material will be set aside for reclamation, and preferably no longer than 6 months. <br />Waiting an entire year prior to seeding will likely result in erosion and weed control <br />issues that will need to be addressed. <br />Please describe how the trees will be planted and maintained until they are established, <br />and show on the reclamation map the proposed general locations for tree plantings. <br />Please describe how the 2 tons/acre straw much will be spread and crimped into place. <br />Please state if any roadways will remain in the permit area after reclamation, and if so <br />please show them on the reclamation map. <br />The cost estimate provided with the application must be an estimate for what the actual <br />cost of reclamation would be for the State of Colorado using an independent contractor at <br />the point of maximum site disturbance - not the cost for the operator to complete <br />reclamation at the end of mining. The Division would be willing to meet to discuss the <br />best way to calculate these costs using the proposed reclamation plan. Due to the <br />methods of cost estimation that the Division is required to use, a meeting would save a lot <br />of time effort and frustration in the estimating process. <br />6.3.5 EXHIBIT E - Map <br />Please refer to comments in sections 6.2, 6.3.2., 6.3.3 and 6.3.4 for items that need to be <br />added to the maps where applicable. <br />6.3.6 EXHIBIT F - List of Other Permits and Licenses Required <br />Please provide documentation to support that no additional permits (including Larimer <br />County zoning and land use, State of Colorado Stormwater Discharge) are required for <br />this operation.
