No backfilling, grading, or topsoil replacement occurred during 2008. Permanent reclamation seeding
was completed for approximately 17 acres of disturbance associated with the TORT/6MN Transfer
Pipeline. In addition, temporary seeding was completed to stabilize approximately 4 acres of
disturbance associated with the 6MN Cuttings Pit, yard area, and topsoil stockpiles; and the Thickener
Underflow BoreholeThere are several areas on the attached "2008 Annual Reclamation Report
Disturbed Acreage" summary that are identified as "Reclaimed". These areas have previously been
regraded and stabilized with vegetation, however, TCC has not pursued bond release for these areas
due to the potential for re-disturbance in conjunction with required access and site maintenance
activities. During 2008, TCC completed noxious weed control spraying for both active and bond-
released areas, consistent with the approved Noxious Weed Control Plan (MR06-206), and conducted
managed livestock grazing activities on the bond-released areas.
Permit approvals during 2008 resulted in an increase in the calculated reclamation liability and surety
coverage of $184,073, to a total of $7,875,819, at year-end, summarized as follows:
TR07-61, 6MN Mine-Water Storage Reservoir ($35,111)
TR07-62, 6MN Mine Water Storage Reservoir Geotechnical Investigations ($150)
TR08-65, Stoker Coal Handling Modifications ($32,120)
MR07-226, Refuse Pile Expansion Geotechnical Investigations ($2,010)
MR07-227, 6MN Temporary Shaft Heater ($2,600)
MR08-228, l ORT Dewatering Borehole 2 ($13,301)
MR08-229, 18RT Mine Atmosphere Control Boreholes ($15,630)
MR08-230, Mine Dewatering Modifications ($14,480)
MR08-231, 0-Entry Borehole ($770)
MR08-232, 6MN Storage Reservoir Powerline ($8,100)
MR08-233, Refuse Pile Clay Staging Area ($59,801)
Attached are copies of the standard form (CDRMS) Annual Reclamation Report for 2008.
