III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Janet Binns of Colorado Division of Reclamation, Mining <br /> and Safety. Mr. Jerry Nettleton of Twentymile Coal Company accompanied the inspection. The mine is <br /> an active underground mine. The weather was very cold with approximately 2" of fresh snowfall <br /> overcast in the morning, burning off and sunny as the day progressed. <br /> Roads: Roads throughout the mine were frozen and snow packed. Access roads to Fish Creek Borehole, <br /> 6MN, 18RT and the south side of the RDA were plowed. Roads that are regularly used by TCC had <br /> been plowed. Roads that are used infrequently had not been plowed. <br /> Ditch RDA-le has been shaped at access road to Temporary Clay storage area. This area is snow <br /> covered and unable to visually document. <br /> Support Facilities: The support facilities and remote facilities were verified on the ground for"Annual <br /> Coal Compliance" in conjunction with the Division's RN5 Reclamation Estimate. This summary will be <br /> forwarded to TCC once it has been complied. <br /> 18RT MAC monitoring is occurring. A crew is on site monitoring the mine atmosphere and installing <br /> equipment at the 18RT location. 2 Portable shaft heaters and a propane tank have been brought on the <br /> 18RT pad in support of the escape equipment. <br /> 6MN area has been plowed and is in good condition. 5 portable heaters have been hooked up at the <br /> 6MN shaft. The compressor has been installed on the concrete pad. A shelter has not yet been <br /> constructed over the compressor. A propane tank has been hauled to 6MN in support of the shaft <br /> heaters. <br /> Hydrologic Balance: TCC continues to pump Mine water from 1 ORT to Foidel Creek via a 12"HDP. <br /> The discharge point at Foidel Creek is approximately where Foidel Creek flows under Routt County road <br /> No. 33. A portion of this line has been buried. TCC will continue to bury the line as weather conditions <br /> allow. TCC continues to conduct WET testing for this discharge. TCC is investigating treatment <br /> options for this location, due to previous WET test excursions. TCC has found that this Discharge meets <br /> WET test compliance when sampled near Site 900 by the EMD vent fan. TCC is in the process of re- <br /> establishing water level monitoring at the 1 ORT boreholes. The current water level monitor has been <br /> snagging at about 700 ft below the surface. TCC's last water level measurement at 1 ORT showed <br /> approximately 21.7 feet of freeboard below the mine seals. TCC stated that MSHA wants TCC to <br /> maintain at least 25 ft. of freeboard in this location. <br /> Fish Creek Vent Shaft(FCVS) was not pumping at the time of the inspection. Pit 1 elevation has <br /> reached the discharge elevation at Site 7 that is flows to Pond D. Pond D was discharging 0.38 on the <br /> staff gauge at the time of the inspection. TCC collected water samples during the inspection. <br /> 3 of 6 WHITE-File YELLOW-Operator PINK-Specialist <br />
