The program shall <br />involve maintenance of stormwater ntanagemen[ devices (e.g., main[enance of dikes separating mine <br />drainage from stormwater, cleaning oil/water separators and catch basins, etc.), u well u maintenance of <br />equipment and s}'stems to prevent conditions tha[ could cause breakdowns or failures resulting in discharges <br />of pollutants to surface waters. <br />iv) Good [iousekeeping - Good housekeeping requires the maintenance of a clean, orderly facility. This part <br />of the SWMP should address cleaning and maintenance schedules, trash disposal and collection practices, <br />grounds maintenance, etc. <br />v) Spill Prercnlion and Response Procedures - Arcu where potential spills can occur, and their <br />accompanying drainage points, shall be identified clearly in the SWMP. Procedures (or cleaning up spills <br />shall be identified in the plan and made available to the app~~pr~ate personnel. <br />vi) Best Management Prncticts -The SWMP shall contain a narrative description o(the appropriate <br />stormwater management practices for the Bear Mine No. 3. Based on an usessment of the potential of <br />various sources at the site to contribute pollutants to stormwater discharges associated with mining <br />operation, the plan shall provide estimated dates of compliance for when the measures determined to be <br />rcuonable and appropriate shall be implemented and maintained. Any existing controls should also be <br />discussed. The description of the BMPs shall include: <br />(a) Stormtvater diversion: Describe how' and where stormwater will be diverted away from material <br />handling and storage areas to prevent stormwater contamination. <br />• (b) Alaterials handling and spill prevention: Where materials can impact stormwater mnoff, practices <br />that reduce the potential for contamination shall be described and implemented. <br />(c) Sediment and erosion prevention: Describe practices that will be used to reduce erosion and prevent <br />sediment delivery to State waters. <br />vii) Employee Education -The SWMP shall include an employee education program t? inform personnel at all <br />levels of responsibility of the components and goals of the SWMP. Education should address topics such as <br />spill response, good housekeeping and material management practices. The SWMP shall identify periodic <br />dates for such instruction. - ' <br />viii) Evaluating for Non-stormwater -The SWMP shall include certification that the discharges have been <br />evalua[ed for the presence of non-stormwater discharges such u mine drainage, contaminated springs, <br />sani[ary waste, or process water of any kind. This may be accomplished by observing stormwa[er <br />out(all(s) during a dry period to confirm that no Bows are present. The certification shall include a <br />description of the results o(any test for the presence of non-stormwater discharges, the method(s) used, <br />the date of any testing, and the on-site drainage points that were directly observed during the test. 1( <br />the cenitcation is based solely on interpretation of the regulations, a justification of this interpretation <br />must be included. <br />6) Comprehensive Inspection. The SWMP shall identify qualified personnel who shall inspect designated <br />equipment and mine areas at appropriate intervals specified in the plan (at lent twice a year, in the spring and <br />fall). <br />7) RecordkeepinQ and Internal Reoortine Procedures.
