,~~ <br />2 <br />Other Permits/Plans Required or May <br />Be Required <br />• NPDES Permit; <br />• SPCC Plan; <br />• 404 Permit-Proposed crossing of <br />jurisdictional drainages to follow the <br />permit conditions identified by the Army <br />Corps of Engineers in the 404 permit; <br />• Road Use Permit issued by the Forest <br />Service (required). MCC has an existing <br />road use permit, however additional <br />mileage will need to be added and <br />performance bond will need adjustment; <br />• Forest Service timber contract for any <br />merchantable timber removed; <br />• County road use agreement; <br />• Approved Pesticide Use and Weed Control <br />Plan; and <br />• Mine permit action through DRMS. <br />Alternative 3 - No Activity in <br />Roadless <br />Alternative 3 was developed to address public <br />concerns about additional development in the <br />West Elk IRA. This alternative includes all of <br />the design criteria in Table 2-1 except 48 and <br />49, which are made unnecessary by the location <br />of road construction activities. <br />Figure 5 displays activities that would occur in <br />this alternative. Please note that small pieces of <br />road appear to be accessing MDWs from the <br />IRA. This alternative would require further <br />field fitting of roads to avoid IRA to access <br />MDWs outside the IRA. This alternative is the <br />same as the Proposed Action except that it <br />assumes no new activity in the West Elk IRA. <br />Differences in the MDWs and Access Roads <br />are discussed below. <br />E Seam Methane Drainage Wells (MDW) <br />Different From Proposed Action Include: <br />• Drilling and casing of up to 139 MDW <br />located on up to 135 drill locations over 12 <br />years on NFS lands. Drilling and casing of <br />up to 19 MDWs at up to 11 sites on <br />private land. <br />• Constructing 14.1 miles of new access <br />road over 12 years. Constructing an <br />estimated 0.6 miles of road on private <br />land. <br />• Upgrading 1.3 miles of existing ATV <br />routes on NFS lands. <br />• Using and performing maintenance on <br />approximately 4.8 miles of existing <br />National Forest System Roads (NFSR); <br />Access and Road Construction <br />This is the same as the Proposed Action except <br />there would be no road construction or <br />reconstruction or upgrades in the West Elk <br />IRA. <br />Relative to road construction, Alternative <br />would authorize construction and use of about <br />19.9 miles of roads necessary for these <br />operations. About 14.1 of the 19.9 miles would <br />be new road construction, 4.8 miles of upgrades <br />to existing NFSRs, and 2.0 miles of ATV trail <br />upgrades. <br />Relief from Lease Stipulation <br />Relief requested would be the same as <br />Proposed Action. <br />Activities in Inventoried Roadless Area <br />There would be no activities in IRAs under this <br />alternative. <br />Reclamation <br />Same as Proposed Action. <br />Alternatives Considered but <br />Eliminated from Detailed Study <br />Federal agencies are required by NEPA to <br />rigorously explore and objectively evaluate all <br />reasonable alternatives to the Proposed Action <br />and to briefly discuss the reasons for <br />eliminating any alternatives that were not <br />developed in detail (40 CFR 1502.14).
