Chapter 1 <br />applicability if exceptions to the RACR for this <br />project (project file). <br />management, and regulation of other resource <br />activities. <br />• <br />Based on these legal requirements, considera- <br />tion must be given to MCC's request for mine- <br />related operations in an IRA, and the Forest <br />Service must decide whether such activities can <br />be conducted in a manner consistent with the <br />RACR. Chapter 2, Proposed Action contains a <br />discussion of project activities consistent with <br />the RACR, and Chapter 3 displays the effects <br />of activities in IRA. <br />Energy Policy Act of 2005 <br />The Energy Policy Act has sections specifically <br />related to federal coal reserves, however this <br />legislation is directed at performing inventories <br />on coal. reserves, and does not contain specific <br />direction related to project-level coal program <br />decisions. <br />Forest Plan <br />The GMUG Forest Plan and the BLM <br />Uncompahgre Basin RMP, made provisions for <br />coal leasing subject to the application of the <br />coal unsuitability criteria established in 43 CFR <br />3461. The GMUG Forest Plan also provided <br />for applicable stipulations to be utilized for <br />protection of specific surface resources as <br />addressed in Section III, General Direction, <br />pages 63-69. The coal leases involved with this <br />project were duly leased with application of the <br />Unsuitability Criteria. <br />The GMUG Forest Plan guides natural resource <br />management activities and establishes <br />management standards and guidelines. The <br />following multiple use management area <br />prescriptions are designated for the lands <br />bounded by the project area: <br />SA -Emphasis on big game winter range in <br />non-forest areas. Semi-primitive motorized and <br />non-motorized and roaded natural recreation <br />opportunities. Vegetation treatments will <br />enhance plant and anima] diversity (favoring <br />wildlife habitat). <br />6B -Emphasis on management for livestock <br />grazing. Range condition is maintained through <br />use of forage improvement practices, livestock <br />9A -Emphasis is on the management of all the <br />components of aquatic/riparian ecosystems to <br />provide healthy, self-perpetuating plant <br />communities, acceptable water quality <br />standards, habitat for viable populations of fish <br />and wildlife, and stable stream channels and <br />still water body shorelines. Mineral activities <br />may occur but must ininiinize disturbance to <br />riparian areas and initiate timely and effective <br />rehabilitation of disturbed areas and restore <br />them to a state of productivity comparable to <br />that before disturbance. <br />Environmental Management System <br />(EO 13148) <br />USDA-FS directives and EO 13148 require <br />each forest unit to develop an Environmental <br />Management System (EMS) to oversee land <br />management plan activities. In accordance with <br />this rule, the GMUG instituted an EMS on June <br />1, 2006. The purpose of the EMS is to <br />establish, document, implement, maintain, and <br />continually improve the environmental <br />performance associated with the activities, <br />products and services of the GMUG. The EMS <br />conforms to the International Standards <br />Organization (ISO) 14001 standards. <br />The GMUG EMS Guide is found on the <br />GMUG EMS Internet Web Site (at <br />http://www. fs. fed.us/r2/gmug/policy/environme <br />ntal_mgmt_sys/index.shtml as of July 2007). <br />This Guide describes roles and responsibilities <br />of Forest Service managers, employees and <br />those who do work on the agency's behalf (e.g. <br />contractors, permittees, and volunteers) to plan <br />and implement environmental safeguards. <br />Specifically, companies or individuals <br />conducting work on the agency's behalf are <br />required to be made aware of, or where <br />necessary to understand their roles and <br />responsibilities in following GMUG EMS <br />requirements, including: <br />1) The environmental policy; <br />2) Activities that have been determined by <br />the Forest to have a significant environ- <br />• <br />C7 <br />8 Deer Creek Ventilation Shaft and E Seam Methane Drainage Wells FEIS <br />
