~ht Use Roads <br />Light use roads have been retained for limited access to the reclaimed lands to facilitate monitoring, maintenance, <br />and future landowner use. The roads are of appropriate width for the anticipated volume of traffic and the nature <br />and speed of the vehicles to be used and provide access to the interior of the mining area. In most instances, these <br />roads average 12 feet in width. In some cases these roads are extensions of roads and trails that existed prior to <br />mining. Exhibit 20-2, Post Mining Topography, shows the locations of these light use roads. The road profiles and <br />cross-sections are included in Tab 20 as Exhibit 20-3, Post Mine Road Profiles. <br />Light Use Road 1 (LU 1). This road is approximately 550 feet long and provides access to Sediment Pond 010 from <br />Road B. As shown on the profile, it meets the grade criteria for a light use road. In addition, it meets the criteria for <br />design and construction, drainage, and surfacing. Maintenance will be conducted as necessary until final bond <br />release. <br />Light Use Road 2 (LU 2). This road is approximately 850 feet long and provides limited access to a fenced shrub <br />plot and the North Pit area from LU 3A. As shown on the profile, it meets the grade criteria for a light use road. In <br />addition, it meets the criteria for design and construction, drainage, and surfacing. Maintenance will be conducted as <br />necessary until final bond release. <br />Light Use Road 3A (LU 3A). This road is approximately 7,000 feet long and provides access to the fenced shrub <br />plot in the Neck Pit area and to the BLM property boundary from Road A. As shown on the profile, it meets the <br />grade criteria for a light use road. In addition, it meets the criteria for design and construction, drainage, and <br />surfacing. Maintenance will be conducted as necessary until final bond release. Drainage control along this road <br />consists of designed ditches and culverts. SEDCAD design calculations are contained in Tab 13, Facilities. <br />SCC is currently in negotiations with the BLM to acquire a permanent access across the adjoining BLM land to <br />• connect SCC owned lands in the north and south portions of the Yoast area. <br />Light Use Road 3B (LU 3B). This road is approximately 7,480 feet long and connects with an existing road through <br />the undisturbed area and with LU 4 to provide access from Routt County Road 37 through the south mining area. <br />LU 3B currently terminates at the BLM property boundary that separates LU 3B from LU 3A. As shown on the <br />profile, it meets the grade criteria for a light use road. In addition, it meets the criteria for design and construction, <br />drainage, and surfacing. Drainage control along this road consists of typical light use road ditches and water bars to <br />control runoff and erosion. Maintenance will be performed as necessary until final bond release. <br />Light Use Road 4 (LU 4). This road is approximately 850 feet long and provides a connection from Routt County <br />Road 37 and an existing road through the undisturbed area to LU 3B. This road also provides access to Sediment <br />Pond 012 and potentially Pond 012A for monitoring and maintenance. As shown on the profile, it meets the grade <br />criteria for a light use road. In addition, it meets the criteria for design and construction, drainage, and surfacing. <br />Maintenance will be conducted as necessary until final bond release. <br />Light Use Road 5 (LU 5). This road is approximately 370 feet long and provides access to Sediment Pond 013 for <br />monitoring and maintenance. As shown on the profile, it meets the grade criteria for a light use road. In addition, it <br />meets the criteria for design and construction, drainage, and surfacing. Maintenance will be conducted as necessary <br />until final bond release. <br />Culverts <br />The culverts to be retained in conjunction with the permanent roads are shown on Exhibit 20-2, Post Mining <br />Topography, and include the following. <br />n <br />U <br />TR-37 20-1.2 08/08 <br />
