EXHIBIT E - RECLAMATION PLAN <br />EA General <br />The reclamation plan in this permit amendment addresses changes in two specific <br />areas at the San Luis Mine: (1) water management at the West Pit and (2) stormwater <br />management at the Tailings Disposal Area (TDA). Construction associated with <br />these changes will result in redisturbance of some areas within the existing footprints <br />of the West Pit (pond construction), Waste Rock B (pond excavation material <br />stockpile), the topsoil stockpile located along the TDA access road, and along the <br />Rito Seco Road (pipeline corridor). Additionally, construction will result in areas of <br />new disturbance in the TDA (spillway construction) and at the Salazar Ranch <br />(pipeline corridor). <br />At the current phase of reclamation, the West Pit area is primarily industrial use as it <br />has been since 2000. Under this permit amendment, the West Pit reclamation <br />condition will be agricultural. The balance of the original mine permit area will be <br />designated as wildlife use as has been contemplated. In a similar manner, the <br />additional acreage associated with the ranch is designated as agricultural and will <br />remain agricultural for final reclamation. <br />E.2 West Pit Water Management <br />Active mining at the San Luis mine ended in 1996 and only reclamation and closure <br />activities have been performed since that time. Under the current program described <br />in TR-26, ground water wells in the West Pit extract ground water at a rate sufficient <br />to limit fluctuation of the ground water level and prevent outflow of ground water. <br />Currently, the extracted ground water is processed through a water treatment facility <br />and is then discharged to the Rito Seco under a CDPS permit from the Colorado <br />Department of Public Health and Environment (CDPHE).
