(2)(c) - is adequate per reclamation plan narration with the following clarification that <br />no highwalls will exist and mining will be done at a maximum 2:1 slope. <br />-WRC Gravel has no plan for highwall construction within this mining permit. All mining <br />will be done at a maximum of 2:1 slope. <br />(11) Please clarify what the "Tank Battery" is on Map C(1), Sheet 2. <br />-The Tank Battery, now the Tank Farm, refers to the on-site fuel tank locations. <br />Rule 3.1.10, Revegetation. <br />(1)-DRMS staff feels the seed mix submitted does not establish a diverse, effective and long <br />lasting cover for rangeland. Specifically, it is a monoculture of wheat grasses. In Exhibit J it <br />is noted that on site there are shrubs and other grasses that can and should be included in <br />the seed mix. Please submit a seed mix that includes pounds live seed (pis) that includes a <br />shrub such as rabbit brush or sagebrush, winterfat, and two different grasses such as needle <br />and thread or gamma grass. Western may leave in all the wheat grasses or substitute two <br />out for other types. <br />-Please see attached NRCS seed mix substitutions for the revegetation. <br />(3)- Please commit to ensuring no livestock will be permitted on site until the permit or area <br />is released by DRMS. Failure to exclude livestock from the reclamation areas has historically <br />caused issues that lead to the Division not being able to release the site. <br />-Western Gravel will ensure that all livestock will be removed and remain removed from the <br />site until the area is released by DRMS. <br />Rule 3.1.12, Signs and Markers. <br />Please clarify how permit boundaries will be marked and commit to establishment of those <br />boundaries prior to any disturbance on site. <br />-All permit boundaries will be marked with metal T-posts. Markers will be visible and denote <br />the mining permit boundaries clearly. <br />Rule 3.1.13 for spill reporting. <br />Is adequate. However because an asphalt plant is proposed please submit a plan for the weekly <br />clean up of any asphalt over spill and reject material. Please explain what measures will be in place to <br />prevent it from being spread across the permitted site. The plan should note that a single specific area <br />in each phase that will be used to accumulate overspill and reject and its final disposal method. <br />-All reject asphalt and overspill will be immediately stock piled and reused in the onsite asphalt <br />manufacturing process. Western Gravel will monitor these piles on a weekly basis to ensure they are <br />being reused in a timely manner.
