• Drainage facilities for the above areas are included in the maps in the permit application. <br />The parking lots will be reclaimed following the cessation of mine operations. The pavement and <br />gravel base will be plowed up and covered during regrading operations. <br />IV.H.3 Roads The roads in the Deserado Mine consist of haul roads for refuse transport and the <br />loop road associated with the coal laydown area near the overland conveyor transfer station #2, <br />access roads and light use roads. Rio Blanco County Road 65 also crosses the permit boundary. <br />However, it is a public road and it is not a part of Deserado permitted roads and will not be included <br />in the post-mine reclamation. Section lV.D.2 Transoortation Svstem discusses the refuse haul road. <br />The mine permit area includes the following access roads: (i) the interplant roads, (ii) the water <br />storage tank road, (iii) the alluvial wells access roads to the double gate, (iv) the explosive storage <br />area road, (v) the conveyor/loadout access road north of the County Rd. 65, and (vi) the D Portal <br />access road. The alignments of these roads are shown on Maps 24, 27, 35, 53, 54, 91 and 106- <br />113. These roads generally meet the requirements of Section 4.03.2. An exception is the <br />alignment in certain sections of the conveyor/loadout access road. Since the road was also built as <br />the conveyor maintenance road, it does not conform to the location criteria of Section 4.03.2(2)(a). <br />However, this road meets the alternative design criteria of Section 4.03.2(1)(e). The road has <br />proven to be environmentally sound in that no detrimental problems have been observed since <br />• construction in 1982. <br />For its entire length along the conveyor, the conveyorAoadout access road has additional width on <br />the east shoulder to allow maintenance vehicles to pull off the traveled way adjacent to the <br />conveyor. Beyond the last transfer house, this road provides primary access to the railroad facilities <br />and loadout. Access from the loadout area to the mine is south from the loadout area along the <br />conveyor to the mine refuse haul road, then southwest along the mine refuse haul road to the mine. <br />The maximum speed for these roads is 30 mph and stop signs have been installed at the mine <br />refuse haul road and the County Road. No-passing signs have been installed along both roads. <br />The western embankment of the refuse haul road near County Road 65 was cut to improve visibility <br />of eastbound traffic. <br />All road design criteria as listed were strictly followed where site conditions permit. The one <br />exception was the alignment that followed alongside and parallel to the conveyor and in the same <br />cut and fills section as the conveyor in order to provide ready access to maintenance men and <br />equipment. Typical cut and fill cross sections of the roads and conveyor are shown on Maps 54, 67, <br />68, 107, 108, 112 and 139. <br />Light use roads in the mine permit area includes: (i) roads crossing between refuse areas, (ii) roads <br />to drill sites including vent hole, rock dust holes, and return shaft sites, (iii) the road south of County <br />• MR #128 (6/2005) tV-31 <br />
