• based on 30 gallons per person per day for 500 persons and approximately three days storage for a <br />minimum of 72 hours detention time. <br />The potable water supply for the coal transportation facilities consists of a pipeline from the mine <br />area clean water storage tanks to the maintenance and office building area. The potable water <br />system also includes a distribution system that serves all buildings at the Railroad Loading Area. <br />IV.G Upgrading of Rio Blanco County Route 65 <br />The pre-existing Rio Blanco County Route 65 which provided access to the mine areas was <br />widened and surtaced with asphalt to provide an all weather road adequate to handle the <br />construction and mine operation traffic. This road, including the upgraded segment, is a public road <br />maintained by the county that will be retained beyond the life of the mine. It does not qualify as a <br />'road' subject to the regulation. <br />IV.H Ancillary Facilities <br />Ancillary facilities for the mine operation include an administration building at the "D" Portal area, <br />employee parking lots and various access and maintenance roads. <br />• IV.H.1 Administration Building The administration building is located at the "D" Portal area. The <br />building contained offices for the mine managers, engineers, surveyors, draftsmen, personnel <br />director, clerks and accountants. This building is now used for storage. All offices have been <br />moved to the Change House building. The building is one story high and occupies a ground area of <br />approximately 80 feet by 100 feet. The building is metal framed with brick sheathing. It is set on <br />concrete footings and has a concrete floor slab. <br />Upon the cessation of mine activities, the building will be dismantled or demolished and removed, or <br />buried on site. The foundations will be demolished and covered during regrading for reclamation. <br />IV.H.2 Employee Parkins Lots Parking lots are provided at the "D" Portal area to handle a <br />maximum of 350 cars (maximum expected number of vehicles during the shift change of the <br />maximum size shifts). Parking is provided at the administration building, and the preparation plant <br />for the maximum number of cars expected at these locations. These parking lots are paved and the <br />base of the parking lots constructed in a fashion similar to the haul road. <br />Parking is provided for at the transfer houses, coal slot storage building, for limited use by people <br />utilizing the facilities. The layout of these parking lots is shown on the above mentioned drawings. <br />They are also of gravel construction similar to the access road. <br />• Permit Rev. 4 (11/2002) IV-30 <br />
