The revision <br />was approved on December 8, 2008. The revision addressed the following details from Exhibit C (the Mining <br />Plan) and Exhibit D (the Mining Plan Map): revise the mining phase boundaries and acreages, and revise the <br />sequence of phases to be mined. Additionally, a noxious weed control plan, developed by La Plata County <br />Weed Control Officer Rod Cook, was included in the revision. All other aspects of the originally-approved <br />mining plan, and the entire original reclamation plan, remain in effect. (Please note: The maps provided in this <br />technical revision were labeled as "Exhibit R" but should be identified as "Exhibit D - Mining Plan Maps.") <br />A few details of the current mining plan and reclamation plan, that were not revised and not discussed in this <br />technical revision process, were utilized during the review and decision for the revision. These details were <br />used during the bond recalculation, and are mentioned below for your information. <br />The acreages of the phases were estimated from the revised map to be (in numerical order, phases 1 through 5): <br />19.0, 14.0, 12.0, 17.0, and 20.0. The acreage of the road, scale and processing areas was estimated to be a total <br />of 4.0 acres. These figures were used in the bond recalculation. <br />The highwalls that are formed during mining may assume either of two configurations, interim (1.5:1 slope) or <br />final (3:1 slope), depending on the location in the pit in relation to the permit boundary. The bond was <br />recalculated using slope grading costs for reducing the interim slope to the final slope gradient, since the <br />approved plan still requires that final slopes be mined at a 3:1 gradient, with no additional slope reduction <br />required during reclamation. Highwall reduction costs may include portions of a highwall that is in an adjoining <br />mining phase. <br />Ripping was considered to be needed only in the road, scale and operations area, and not in the pit floor. <br />Demolition costs were mainly for moving non-contaminant debris and burying it onsite. This includes some <br />concrete rubble and a limited amount of miscellaneous debris.
