III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a partial inspection conducted by Kent Gorham of the Colorado Division of <br /> Reclamation, Mining, and Safety (Division). This mine is in permanent cessation and <br /> reclamation of most areas is complete. Ground conditions on this day were variable with <br /> patchy snow and mud in places. The weather conditions during the inspection were sunny <br /> but extremely windy. <br /> Signs and Markers <br /> Mine identification signs and topsoil pile <br /> markers were found in place and in <br /> compliance with the requirements of <br /> Rules 4.02 and 4.30.2(3) as applicable. <br /> Hydrologic Balance <br /> Pond 4 and pond 5 were both found dry. <br /> Both pond embankments and spillways <br /> appeared in good condition with no <br /> problems observed. Various sections of <br /> ditches around the site were observed <br /> and all were found in good condition. <br /> Sections of armored ditches show no sign <br /> of movement or compromise of the <br /> channel protection. Pond 5, shown <br /> below, has an excellent length to width <br /> ratio in addition to significant capacity to <br /> retain any inflow of water and sediment that may occur from a large storm event. <br /> 3 <br />
