(s) Other permits - The operator shall comply with all legal Federal, State, and County resolutions, regulations, and
permit requirements.
(t) All exploration drill holes must be capped with at least five feet of cement and plugged with a permanent plugging
material that is unaffected by water or hydrocarbon gases and will prevent the migration of gases and water in the drill
hole under normal pressures. For exploration holes drilled deeper than stripping limits, the licensee, using cement or
other suitable plugging material approved by the Uncompahgre Field Office Manager, will plug the hole through the
thickness of the coal bed(s) or mineral deposit(s) and through aquifers for a distance of at least 50 feet above and 50 feet
below the coal bed(s) or mineral deposit(s) and aquifers or to the bottom of the drill hole. A lesser cap or plug will be
approved by the Uncompahgre Field Office Manager. Item A illustrates the minimum requirements for plugging drill
holes.
(u) One copy of the drill hole data and related reports will be submitted to the Uncompahgre Field Office Manager
within 30 days after each calendar year. The requirements for submission of drilling and abandonment information are
given to the licensee herewith as Item B. The licensee's location map must show access trail locations and exact hole
locations appropriately identified by number or letter. Submitted data must be tied to the hole number or letter
designations. All holes will be geophysically logged with natural gamma, density, caliper, or resistivity logs.
Geophysical logs must run on each hole; unless the hole conditions jeopardize the safety of the geophysical tools.
(v) One copy of all drill hole information, including logs, coal analyses, desorption tests, etc., and location map of
surveyed locations, must be submitted to BLM Colorado State Office no later than within 30 days after the calendar
year. In addition, submit a description or illustration of the method used to plug each hole or completion as monitoring
well.
This license consists of the terms and conditions in Sec. 1 through 14 on five pages, of which this is the fifth page and
the attached FONSI, Item A which illustrates minimum requirements for plugging drill holes, and Item B which outlines
the requirements for submission of drilling and abandonment information.
Oxbow Mining, LLC UNITED STATES OF AMERICA
W--
Titl : "c.'
