Some clarification on the reclamation time schedule is needed. Overall it seems <br />that the final slopes will be created during the mining process, except in the two <br />areas where backfilling will be needed as described on page 12 of the <br />Reclamation Plan. Approximately when will the re-vegetation plan be initiated? <br />Rule 3.1.3 states that "All reclamation shall be carried to completion by the <br />Operator with all reasonable diligence, and each phase of reclamation shall be <br />completed within five (5) years from the date the Operator informs the Board or <br />Office that such phase has commenced, unless extended by the Board or Office. <br />The 5-year period may be applied separately to each phase as it is commenced <br />throughout the life of the mine." With this rule in mind please submit an <br />estimate for when reclamation will be initiated and when it will be completed for <br />the amended area. <br />B.) Given the proposed highway that will run through the permit boundary, it would <br />seem that a second post mine land use designation should be applied for this <br />overlap area. On the General Site Layout Map (C-1), the highway area is <br />designated as a "Special Overlap Zone"; the acreage for this area should be <br />designated with a post mine land use of "Industrial/Commercial". This area <br />should be sloped in such a way that will be appropriate for the highway <br />construction. Until the highway is constructed, grass species appropriate to <br />stabilize the area should be planted, or the surface will need to be stabilized by <br />another means. Once highway construction is about to begin, the operator can <br />request that the site be released. Please submit a reclamation plan for the <br />"Special Overlap Zone". <br />C.) On page 15 of the Reclamation Plan in the Topsoiling and Growth Media section, <br />it states "Imported, donated, or created soils (e.g. wash fines from sediment <br />basins) will only be placed on the pit floor." Please clarify that sentence; will <br />any of the backfill material be generated outside of the permit area? If so, please
