Quarterly water levels and Annual water quality analyses (Table 18-3) required for Rollins
Wells. Monitoring of in-mine wells (Rollins-1 and Rollins-4) has been discontinued
because the portals have been sealed and the wells are therefore no longer accessible.
The Roadside Mines are required to submit to the Division an Annual Hydrologic Report
that provides information on the water quantity and quality for both the surface and
groundwaters in the permitted area. In addition, quarterly NPDES reports are submitted to
the Division and the Department of Health to comply with the current laws governing point
sources. In the event of an effluent discharge that is not within compliance parameters, a
written notice will be forwarded to the Division and the Department of Health.
Groundwater monitoring wells are located in both the Rapid Creek and Cottonwood Creek
basins. GWMS 02a and 02b are upstream on Cottonwood Creek, GWMS 03a and 03b are
upstream on Rapid Creek, while GWMS Ol a and 01 b are downstream on Rapid Creek
(downstream from the confluence with Cottonwood Creek). These wells have been placed
to monitor surface subsidence impacts on creek flows in the southern permit area;
therefore, water level is the only parameter measured.
CRDA-1 and CRDA-2 piezometers are monitored for water levels on a quarterly basis
(thirty-four on CRDA-1 and three on CRDA-2). The thirty, 100 through 400 series
piezometers on CRDA-I were installed in 1994 at four locations to monitor water levels in
multiple zones within the refuse pile. Stability analyses performed by a consultant to the
operator established "critical levels" for each of the thirty piezometers, which if exceeded,
are to be reported by the operator, and may necessitate further stability evaluation and
possible remedial measures. Critical level for each piezometer is listed in permit Table 18-
4.
The Rollins Sandstone wells were installed in the summer of 1997 in large part to address
questions raised by the Division in the 1995 mid-term review and review of PR-02,
regarding the hydrologic characteristics of the Rollins Sandstone within the permit area.
All water from mine operations that is pumped through the mine workings before being
discharged at the surface is to be tested annually for a full suite analysis (Table 18-2,
"Annual Surface Water Monitoring Parameters").
2. The permittee will conduct monitoring of surface water in a manner approved by the
Division. The monitoring plan was submitted under 2.05.6(3)(b)(iv) and (4.05.13(2)).
Surface water monitoring locations are shown on Exhibit 56 in the permit. Surface water
monitoring will include sediment pond discharge, mine water discharge, flow from
Cottonwood Creek, Rapid Creek, Coal Creek and Jerry Creek. Annual monitoring of four
springs and seeps within the permit area was conducted for 10 years, but was discontinued
in 2006, pursuant to TR-50.
Sediment pond discharge will be monitored only when pond dewatering occurs in
accordance with NPDES requirements. Monitored parameters and frequencies as specified
in the CDPS discharge permit are listed in Table 18-1 and consist of flow rate, total
suspended solids, total dissolved solids, oil and grease, pH, and iron.
Permit Renewal No. 5 27 November 16, 2007
