New Horizon Mine, pg_3 <br /> The BB asphalt road detour may be retained to facilitate the landowners agricultural land uses, <br /> and to enable the Colorado Cooperative Company (Local Irrigation cooperative)paved access to <br /> the irrigation ditch intake box#1 for cleaning and maintenance. The permittee is obtaining <br /> landowner approval letters to retain the road. <br /> We discussed whether the County had any approval responsibilities for the former BB road <br /> detour; and we also discussed that it may be a good idea for WFC to propose a Phase III liability <br /> release for the reconstructed County road as a"stand alone"bond release document. <br /> We inspected sediment pond # 9 which reportedly has never discharged, and noted the temporary <br /> diversion associated with this pond. We inspected sediment pond# 14 which fully contains the <br /> 100yr. precipitation event. We discussed the easement r.o.w. necessary for the buried water <br /> pipeline from the irrigation intake box # 1. <br /> We discussed the disposition of the soil stockpiles which will remain along the former BB road <br /> detour if it is approved for retention. They may be graded to appropriate contours along the <br /> former BB detour road adjacent to where they are now located. <br /> We inspected sediment pond# 13 which held a small amount of water and appears to have <br /> hydrophytes establishing in and around the pond (possibly indicating the pond bottom is located <br /> in saturated alluvium associated with the adjacent stream-creek/and-or irrigation water runoff. <br /> This sediment pond# 13 was constructed in prime farmland soils (before they were identified), <br /> and soil stockpiles have been segregated to reclaim this pond. <br /> We had a brief overview of Mine#1. Mine#1 is completely reclaimed and the reclamation area <br /> has received Phase I and II bond release approval, but this reclamation continues to struggle for <br /> Phase III revegetation success. Mine# 1 appears stable. We did not walk through the reclamation <br /> area. <br /> Mr. Gubka oriented us to some of the features on approximately 320 acres of adjacent lands. <br /> Recently installed clusters of ground water monitoring wells are being monitored to establish <br /> baseline hydrologic information for possible future mine expansion. This concluded the field <br /> inspection on October 15"'. <br /> On October 16t" we reviewed required permitting, inspection, and environmental monitoring and <br /> reporting records. Ms. Talvitie has established a thorough complete inspection checklist on a <br /> July 23, 2008, complete inspection and we reviewed these recent inspection report findings <br /> including the following: the DRMS permit renewal is pending approval of TR 57 & TR 58 as <br /> discussed above. <br />
