III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> The 2-West Portals, substation and South Fan sites were inspected. Vegetative cover is sparse at the <br /> portal sites, but all of these locations are stable and well maintained. The Substation B site was in very <br /> good condition. Silt fences are maintained and functioning well. The reclaimed areas appear to be <br /> fairly well vegetated. Substation A location is stable with no problems noted. <br /> At the North Decline reclaimed area, the mine discharge site (016) was viewed. The mine discharge <br /> was flowing clear at approximately 270 gpm. <br /> At the UTL loop.area, Halliburton was not actively loading trucks with sand at the time of the <br /> inspection. Several rail cars loaded with "frac sand" are present at the mil loop. As shown in the <br /> attached photograph,Tribble Mine Service was on site at the UTL dismantling the conveyor belt <br /> structure. Good progress has been made in dismantling the conveyor. <br /> Conveyor Structure Dismantling at the UTL Loop Area <br /> No problems were noted at any of the support facility locations during this inspection. <br /> Fish &Wildlife <br /> Deer were seen at a couple of locations during the inspection including the UTL Loop area and near <br /> the A-Substation. <br />
