III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> This was a complete inspection of the Roadside Portals Mine conducted on November 26, 2008 by <br /> Mike Boulay of the Division of Reclamation, Mining and Safety, Grand Junction Field Office. Tonya <br /> Hammond of Snowcap Coal Company(SCC) was present during the entire inspection. Weather <br /> conditions were sunny and cool. Ground conditions were dry and there has been no recent measurable <br /> precipitation at the mine site. <br /> Availability of Records <br /> The availability of records was checked on the afternoon of 11/26. All required records were on file <br /> and available for review at J.E. Stover&Associates offices. No problems were noted with the records <br /> review. See the attached Availability of Records checklist. <br /> Roads <br /> Roads were dry and in good condition. The entire mine site including the 2-West Portals area was <br /> accessible and all locations were inspected. Road ditches and road culverts were generally well <br /> maintained throughout the various mine site locations and support facility areas. <br /> Hydrologic Balance <br /> All site sedimentation ponds were inspected. Sedimentation Ponds 6, 7,8,9,10,11, and 13 were all dry. <br /> UTL Pond No. 2 was retaining a very small amount of water. UTL Pond No. 1 was dry. The CBA#1 <br /> Sump was dry. Pond embankments, inlets and discharge structures were stable at all pond locations <br /> and no problems were noted. CRDA#1 and#2 ditches were well maintained. Drainage and diversion <br /> ditches throughout the mine site were stable and dry with no significant erosion or other problems <br /> noted. The North Collection Ditch at the South Portals area had a very small amount of water flowing <br /> in it. This flow originates from the South Portals French Drain; SCC recently measured the flow and <br /> estimated it to be approximately 0.23 gallons per minute(gpm). <br /> Support Facilities <br /> The entire South Portal reclaimed area remains stable and in good condition. The South Portal <br /> drainage pipe repair location was dry and stable. There were no signs of erosion or instability. The <br /> facilities area(former shop and warehouse) and all perimeter locations at the South Portal were well <br /> maintained. <br /> The North Portals area was inspected and no problems were noted during this inspection. Coal Creek <br /> was dry at the time of the inspection. The CRDA waste disposal sites were stable, diversions and <br /> perimeter ditches appeared functional. <br />
