MINE ID # OR PROSPECTING ID #: M-1993-041 <br />INSPECTION DATE: i i-I.-I-900A INSPECTOR=S INITIALS: II F <br />BMK <br />OBSERVATIONS <br />This was a normal monitoring inspection of the Dowe Flats Quarry; DRMS file number M-1993-041. This site <br />is located approximately two miles east of Lyons, Colorado in Boulder County. I, Jared Ebert and Berhan <br />Keffelew of the Colorado Division of Reclamation, Mining and Safety conducted the inspection. Patrick <br />Fischer and Monica Sowders of CEMEX, Inc. accompanied us on the inspection. <br />The permit acreage for this site is 1,854.45 acres. The maximum allowable acres of disturbance at any one <br />time during the mining operation is designated at 95 acres. The total allowed affected acres for the life of the <br />mine is 385 acres. The pit excavations are located just north of Highway 66. A large conveyer system <br />transports the material from the pit excavations to the concrete plant located on the south side of the highway. <br />There are currently two pit excavations located in the Dowe Flats area. The operator is currently mining in the <br />"High-cal" Ridge 1 area, and the Ridge 4 area. According to the Mr. Fischer, the Ridge 1 pit excavation is <br />about 160-180 feet deep. These pit excavations appear to be advancing north, and the pit is concurrently being <br />backfilled with waste rock. <br />Based off the observations of this inspection, the operator will need to submit some information to the Division <br />in the form of a Technical Revision to update and clarify the current approved mining plan. First, please <br />indicate how many acres are disturbed at this time, meaning that have not been backfilled, graded, topsoiled and <br />revegetated. Currently, this area should be less than or equal to 95 acres. In order for the operator to continue <br />to disturb more than 95 acres, they will have to reclaim a certain amount of area and get released from it by the <br />Division in order to advance. If the operator has disturbed more than the allowed 95 acres they will need to <br />change the current approved maximum allowed disturbed acreage. This can be included in the Technical <br />Revision. Also, the financial warranty will need to be adjusted to include the cost of reclaiming the additional <br />acres. Second, please clarify the maximum depth you will be mining to. This information will need to be <br />included in the Technical Revision. <br />As one enters the Dowe Flats Quarry, just south of the pit excavation a Shop Facility and various trailers have <br />been constructed. A large steel housing and a wall has been constructed around the crusher unit that feeds the <br />conveyer system. The shop, trailers, crusher housing and wall will also need to be accounted for in the financial <br />warranty and the mining plan. In order to determine the cost of demolishing these structures the office will <br />need to know the dimensions of each of the structures, and the type and thickness of material they are built on. <br />This information will need to be included in the Technical Revision. <br />There is a large overburden pile located around the southern and eastern perimeter of the mine site. This pile is <br />located along Vestal Road, and North 55th Street. The topsoil pile is also located along the perimeter of the pit <br />excavation along North 551h, Street. Both of these piles are very large, containing many cubic yards of material. <br />The Division will need to know how many cubic yards of material exists in the overburden pile, and also the <br />topsoil pile. The Division will also need to know the approximately haul distance for these piles from where <br />they are located to where they will be spread and utilized for reclamation. This information will need to be <br />included in the Technical Revision. <br />Currently, the Division does not have an updated Mining Plan Map of the permit area and the mining activities. <br />The operator will need to submit a new map, which displays the following information: the current permit <br />2
